The Job Holder will assist the Deputy Director (MHQ ICT Systems) in overseeing the implementation and maintenance of MHQ’s ICT systems, ensuring compliance with IM8 requirements & other WOG / MHA directives, and establishing ICT governance frameworks and internal processes.

Key Responsibilities

  • Oversee planning, implementation, and maintenance of MHQ’s ICT System, collaborating with stakeholders including HTD project managers and IT solution providers / vendors.
  • Consolidate requirements, seek approval, and ensure project delivery within schedule and budget, addressing issues promptly.
  • Provide regular project updates to WOG / MHA / HTX management and manage project risks proactively.
  • Identify and assess potential project risks and recommend mitigation measures to minimize delays.
  • Engage and manage stakeholders to ensure successful system delivery.
  • Ensure proper integration and testing of hardware and software components according to contractual standards.
  • Prepare technical documentation such as specifications, design documents, interface agreements, test plans, and reports.
  • Coordinate with external agencies and HTDs for system integration and data sharing through technical interface agreements.
  • Manage operational efficiency of MHQ ICT Systems, including vendor compliance, updates, budget, and cybersecurity measures.

Qualifications & Experience

  • Tertiary qualification in Engineering, Computer Science, Information Technology, or related fields.
  • Preferably 3-5 years of relevant experience.
  • Experience in delivering systems and software products.
  • Strong analytical, communication, collaboration, and facilitation skills.
  • Self-motivated, proactive, responsible, and dedicated.
  • Experience in Cloud Computing, Agile, Data Analytics, Service Design, or low-code platforms is a plus.
  • Certifications in Project Management or Enterprise Architecture are advantageous.

    • Initial employment is on a two-year contract, with potential for permanent appointment based on performance. Applicants may need to complete medical questionnaires or assessments. Updates will be provided within 4 weeks after application closing.
