Roles & Responsibilities

Quality Manager

Location : Singapore (Site-Based with Office Coordination)

Employment Type : Full-Time, Contract (Project-Based)

Reporting To : Project Director

Role Overview

Our client is seeking an accomplished Quality Manager to lead and coordinate all quality-related functions for a major onshore natural gas infrastructure project in Singapore. This pivotal role ensures that all engineering, procurement, construction, and commissioning (EPCC) activities are executed in full compliance with project specifications, international codes, and Singapore's regulatory frameworks.

The successful candidate will be instrumental in achieving zero-defect delivery, maintaining strict safety standards, and enabling seamless operational handover to the end user.

Key Responsibilities

1. Quality Management System (QMS) & Regulatory Compliance

Develop, implement, and enforce the Project Quality Plan (PQP) covering all disciplines (Civil, Mechanical, Electrical, I&C).
Ensure full compliance with :

Singapore regulations : SS, CP, EMA, SCDF, NEA, BCA

International codes : ASME, API, ASTM, IEC, ISO, IEEE

Client specifications and contractual quality obligations

Conduct internal and external quality audits, and manage certification and regulatory inspections.

2. Multi-Disciplinary QA / QC Oversight

A) Civil & Structural Works

Monitor quality of piling, foundations, and structural steelwork.

Ensure compliance with BCA standards and Eurocodes.

Oversee protective coatings, waterproofing, and corrosion prevention systems.

B) Mechanical & Piping Systems

Supervise welding, NDT (RT, UT, PT, MT), hydrotesting, and flange management.

Ensure fabrication and testing comply with ASME B31.3, API 6D, and AWS D1.1.

Coordinate and witness FATs for rotating / static equipment (pumps, compressors, skids).

C) Electrical Systems

Oversee QA / QC for HV / LV equipment, including transformers, switchgear, and cabling.

Ensure compliance with IEC / SS standards, including hazardous area (Ex) requirements.

Review electrical test reports (Insulation resistance, Hi-Pot, relay, earthing).

D) Instrumentation & Control (I&C)

Verify calibration of instruments (flow, pressure, level).

Review DCS / PLC loop checks, SIL verification, and IEC 61511 compliance.

Validate hazardous area certifications (Ex-d, Ex-i, Ex-e) for Singapore approvals.

3. Team Leadership & Oversight

Lead and manage a multi-disciplinary QA / QC team, assigning tasks and ensuring alignment to standards.

Conduct performance reviews, training, and competency assessments for QA / QC staff.

Coordinate with Third-Party Inspectors (TPIs) and certification bodies.

4. Inspection & Testing Management

Approve and monitor Inspection & Test Plans (ITPs) for all project scopes.

Ensure all hold and witness points are adhered to by contractors, clients, and regulatory bodies (EMA, SCDF).

Maintain accurate documentation : inspection records, MDRs, and as-built packages.

5. Non-Conformance & Corrective Actions

Lead Root Cause Analyses (RCA) for quality failures (weld defects, electrical faults, etc.).

Drive effective Corrective and Preventive Actions (CAPA) and follow up on closure.

Track and report quality KPIs, including NCR rates, weld rejection rates, and pass / fail statistics.

6. Commissioning & Handover Assurance

Support pre-commissioning quality checks (loop testing, energization, leak tests).

Ensure documentation meets all handover and regulatory submission requirements.

Participate in final system walkdowns and coordinate with operations for smooth turnover.

Qualifications & Experience

Bachelor’s degree in Engineering (Mechanical, Electrical, Civil, or I&C).

Certified Lead Auditor (ISO 9001, ASQ CQE, or equivalent).

12+ years of QA / QC experience in oil & gas, LNG, or petrochemical sectors, with at least 5 years in a leadership role.

In-depth knowledge of :

Civil / Structural : BCA regulations, Eurocodes, ACI

Mechanical / Piping : ASME B31.3, API 6D, AWS D1.1

Electrical : IEC, IEEE, SS IEC 60079 (Hazardous Areas)

Instrumentation & Control : IEC 61511, ISA, Functional Safety

Familiarity with Singaporean regulatory agencies : EMA, SCDF, NEA, BCA.
