We're a boutique payroll outsourcing company in Singapore, passionate about simplifying HR for businesses - especially in complex, manpower-intensive industries. We're looking for a reliable and experienced freelance HR specialist to support our client in the marine / offshore engineering sector . This is a high-impact role suited for professionals familiar with blue-collar workforce management , particularly in shipyards, fabrication yards, and related industries.

What You'll Do :

  • Payroll Specialist :

Manage accurate, end-to-end payroll for a workforce that includes local and foreign workers. Ensure timely submissions to CPF, IRAS, SDL, FWL, and other relevant statutory bodies.

  • Work Pass Management :
  • Handle new applications, renewals, and cancellations for various work passes (e.g., WP, S Pass, EP) for marine trade roles. Stay current on MOM quota, R2 / DR limits, and source country restrictions.

  • Marine HR Operations :
  • Support day-to-day HR processes including onboarding, offboarding, contract renewals, timesheet validation, and dormitory / workforce housing matters.

  • Client Liaison & Problem Solver :
  • Be the go-to person for HR-related queries from the client and their workforce. Proactively flag issues and provide solutions to ensure operational continuity.

  • Regulatory Compliance :
  • Ensure all HR practices comply with MOM regulations, marine-specific safety standards, and audit requirements.

    What We're Looking For :

  • Prior experience handling HR / payroll for marine, construction, or heavy industries .
  • Strong knowledge of Singapore employment laws and MOM work pass regulations .
  • Familiarity with HR or payroll systems (e.g., InfoTech, Payboy, Talenox, QuickHR, etc.).
  • Understanding of marine workforce arrangements such as shift work, OT, levy calculation, and worker housing.
  • Detail-oriented with excellent organizational and communication skills.
  • Ability to work independently and manage HR operations with minimal supervision.
