Requirements :
- Possess a Degree in Accountancy, Finance, or a related professional discipline
- Proficient in Microsoft Excel, PowerPoint, and Word
- Relevant work experience will be an advantage
Responsibilities :
4S Financial and Accounting Functions
Direct and coordinate all financial and accounting activitiesReview, propose, and implement financial policies and internal control systemsConduct periodic internal auditsMaintain 4S financial records in compliance with statutory requirementsImplement computerized solutions to enhance operational efficiency in financial functionsBudget and Variance Analysis
Collaborate with facilities to prepare annual budgets and monitor expenditure against approved budgetsPrepare, analyze, and report financial variances in monthly consolidated financial reports for 4S, as well as individual facility / programme reports, including quarterly account analysesAnnual Reporting and Disclosure
Prepare the Annual Report in compliance with the Charities (Accounts and Annual Report) Regulations 2011 and Financial Reporting Standards in SingaporeComplete the Governance Evaluation Checklist and ensure compliance with the Code of Governance for Charities and IPCsLiaison with Agencies and Audit
Liaise with governmental bodies on funding matters and submit financial reports as requiredCoordinate with bankers and external auditors to ensure audit complianceDonation Management
Manage receipt and documentation of public donations, including submission of financial reports to authoritiesOversee submission of claims and documentation related to Community Silver Trust donation matching grantsGeneral Accounting and Financial Duties
Ensure timely and accurate payment of invoices and manage cash flowVerify accounting entries, review balance sheet reconciliations, and oversee related party transactionsIssue and record cheque books and receipt booksManage petty cash for the HQ Finance UnitPerform general accounting duties such as inter-departmental invoicing, bill verification, claims, receipts, and paymentsMaintain the 4S Fixed Asset RegisterOversee purchase planning and controlMemorial Trust Fund
Manage the Memorial Trust Fund for the Welfare Home, including preparation and submission of the annual audit reportStaff Management
Identify training needs and provide in-service training on financial policies and internal controls for 4S finance staffCoordinate and oversee duties, performance evaluation, and leave applications of finance unit staffOther Duties
