Job Purpose :

The Head of Risk Data Governance will lead the strategic oversight and operational execution of data governance across all risk domains, with a primary focus on the integrity, quality, and governance of market data used by Market Risk, Credit Risk, and Product Control. This role is pivotal in ensuring that risk-related data is accurate, consistent, and compliant with internal policies and external regulatory requirements.

As the global lead for risk data governance, the role will define and implement data quality standards, governance frameworks, and oversight mechanisms in close collaboration with global and regional stakeholders.

Simultaneously, the role will retain oversight of the accuracy, timeliness, and control of risk reporting in Asia, supporting both global market risk reporting & control initiatives and region-specific credit risk reporting requirements. There is a strong emphasis on delivering insightful, value-added analysis that supports strategic decision-making by senior management.

Based in Singapore, the Head will work closely with global stakeholders and will be expected to travel frequently to London to engage with senior leadership and governance forums. The role requires strong leadership, cross-functional collaboration, and a deep understanding of risk data management in a regulated financial environment.

Key Responsibilities :

Risk Data Governance

  • Oversee the governance and quality assurance of market data used in risk models and IPV processes.
  • Define and enforce data standards, controls, and validation processes across the Risk department (with an initial focus on market & credit risk).
  • Lead the development and implementation of a comprehensive risk data governance strategy.
  • Chair the Risk Data Governance Forum, ensuring effective decision-making, escalation, and accountability for data issues.
  • Oversee and enhance production of management information (MI) on data intergrity and the use of proxies in risk calculations, ensuring transparency and control.
  • Collaborate with the Risk Change team to assess and manage the impact of change initiatives and projects on market data governance and quality.
  • Ensure the integrity and consistency of desk and business hierarchies used in risk reporting, supporting accurate aggregation and analysis across the risk landscape.

Regulatory Compliance

  • Ensure compliance with regulatory requirements related to risk data.
  • Support regulatory reporting and audit processes by providing transparent and traceable data governance documentation.
  • Stakeholder Engagement

  • Act as the primary liaison between Risk, Finance, Technology, and CMU teams to align data governance objectives.
  • Liaise directly with senior management, most notably the Chief Risk Officer (CRO) and Chief Financial Officer (CFO), on matters related to risk data integrity and governance.
  • Communicate data governance priorities and progress to senior management and governance committees.
  • Data Governance Tools & Technology

  • Evaluate and implement data governance tools and platforms to support automation, monitoring, and reporting.
  • Promote the adoption of best practices in data management and governance across the risk function.
  • Risk reporting & control

  • Oversee & manage the production and review of market risk reports by the Singapore team, with a strong emphasis on delivering insightful, value-added analysis that supports strategic decision-making by senior management
  • Oversee & manage the production and review of credit risk reports for the Singapore region, delivering strategic insights and ensuring timely, accurate reporting to senior stakeholders.
  • Identify, escalate, and remediate control gaps or process inefficiencies, driving continuous improvement across reporting and risk processes.
  • Provide coverage for the local market risk management team during absences, ensuring continuity of oversight and operational effectiveness.
  • Oversight responsibility for the timely preparation and submission of monthly 'CERF' Committee pack (Commodities Exposure Review Forum)

  • Lead a high-performing team of data governance professionals.
  • Develop the business skillset and domain expertise of the three direct reports, fostering a culture of continuous learning and professional growth.

  • Required Skills, Knowledge, Experience and Values :

    CFA and / or Bachelor's degree in Finance, Economics, Data Science, or a related field.

    Minimum of 5 years experience in market data management within a financial institution, preferably in a risk management context.

    Strong understanding of market data concepts, with specific focus on interest rates, FX, credit spreads and commodities.

    Knowledge of market data systems and data validation exception management tools.

    Experience with Murex is highly advantageous.

    Proven leadership skills with experience managing a small team.

    Excellent analytical and problem-solving abilities.

    Strong communication and interpersonal skills.

    Ability to work under pressure and manage multiple priorities
