Core Purpose & Objectives :
1. Critical functions of managing incoming waste, transport, warehousing, labelling, compliance and safety.
2. Oversee the safe, efficient and compliant receipt, storage, and dispatech of hazardous waste at a dedicated
operations hub.
3. Ensuring adherence to environmental regulations, transport logistics, and workplace safety standard.
Key Responsibilities :
1. Incoming Waste Management
- Verify & Accept Shipments - Inspect incoming hazardous waste for accurate documentation (e.g. waste code, SDS, consignment notes), container integrity and compliance with permits.
- Waste Classication - Confirm waste categorization (e.g. flammable, toxic, corrosive) per local (NEA) and international (UNEP) standards.
- Rejection Protocol - Quarantine non-compliant shipments; escalate to regulations (e.g. Singapore NEA) and clients.
2. Warehouse & Storage Operations
Segregation & Storage - Ensure correct segregation of incompatible wastes (e.g. oxidizers vs flammables) in designated containment zonesInventory Control - Track waste volumes, storage durations, and shelf-life limits using WMS (Warehouse Management Systems)Facility Maintenance - Oversee inspection / maintenance of spill containment systems, ventilation, and hazardous material storage units.3. Transport & Logistics
Dispatch Scheduling - Plan waste collection / transfer routes using GD (Dangerous Goods) - compliant vehicles and certified drivers.Manifest Management - Ensure accurate waste tracking via consignment notes and digital manifests (e.g. Singapore's WasteConnect System).Carrier Coordination - Liaise with transport partners for ADR / RID-compliant shipments and emergency response reradiness.4. Labeling & Documentation
Regulatory Labeling - Supervise UN-compliant hazard labeling (e.g. GHS pictograms, HAZCHEM codes) and container marking.Record Keeping - Maintain audit-ready records for waste movements, inspections, and incident reports per ISO 14001 / OSHA standards.5. Compliance & Safety
Regulatory Adherence - Ensure compliance with Singapore's Environmental Protection and Management Act (EPMA), SCDF fire safety codes, and OSHA-equivalent regulations.Incident Rersponse - Lead spill containment, decontainment, and emergency reporting procedures.Audits & Training - Facilitate regulatory audits (NEA, SCDF); conduct safety drills and staff training (e.g. chemical handling, PPE usage).6. Team & Vendor Management
Staff Supervision - Lead warehouse personnel, technicians, and drivers; manage rostering and performance.Vendor Oversight - Audit third-party processors / recyclers for compliance and ethical standards.Qualifications & Skills :
a) Education - Diploma / Degree in Environmental Science, Logistics, Chemistry, or related field.
b) Certifications - Hazardous Waste Operations (e.g. NEA-Certified Hazardous Waste Manager)
DG Handling (e.g. SCDF HAZMAT Transport Approved Permit holder)Workplace Safety (e.g. Bizsafe Level 2 / 3, WSQ Specialist Diploma in WSH).c) Technical Skills - Proficiency in WMS, DG transport software etc.
Knowledge of waste coding (e.g. Singapore Waste Codes, UN numbers).d) Soft Skills - Crisis management, regulatory liaison, team leadership, and meticulous attention to details.
Reporting & Metrics :
a) KPIs -
98% on-time dispatch rateZero lost-time injuries (ZTI).b) Reports - Weekl;y operational summaries, incident logs, and compliance dashboards for senior
management.
Work Environment :
a) Risks - Exposure to checmical hazards; strict PPE (respirators, suits) required.
b) Physical Demands - Frequent walking in warehouse settings; emergency response readiness.
This role is critical for ensuring regulatory compliance, operational resilience, and reputational integrityin high-risk waste handling.
Familiarity with Singapore's Resource Sustainability Act and NEA's Guidelines for Hazardous Waste
Management is sessential.
