Roles & Responsibilities
Role Summary
Lead the brownfield replacement of SCADA and PLC systems end-to-end. Own scope, schedule, budget, quality, safety, and cybersecurity. Plan and execute cutovers in a live process environment with minimal production disruption , coordinating engineers, vendors, and PUB stakeholders. Full-time on site to manage site team.
Key Responsibilities
Project Governance & Delivery
- Responsible for Profit / Loss of the Project.
- Build the master programme / critical path; drive look-ahead plans, dependencies, and recovery actions.
- Own scope / VOs, risk register, cost control, cash flow, and monthly reporting to management and client.
- Lead design coordination across PLC panels, SCADA servers / workstations, networks, telecoms, UPS / power, and field instruments.
- Responsible for project timely delivery.
- Responsible for quality of the work and achieve customer satisfaction.
Technical & Quality Management
Review / approve shop drawings, I / O lists, control philosophy / cause & effect, cable schedules, network / IP plans, panel GA / wiring.Plan / lead FAT / SAT, loop checks; achieve first-pass acceptance and complete as-builts.Manage configuration management and document control (drawings, O&M, test packs, change records).Stakeholder, Vendor & Commercial
Act as single point of contact for Client / S.O., consultants, and plant operations.Manage OEMs / integrators (SCADA / PLC / telecom), QS / procurement, and subcontractors.Administer contracts, assess claims (VO / EOT) with substantiation, and close commercial issues promptly.Safety & Permits
Enforce WSH Act, SS 638 , LOTO, Work-At-Height / Confined Space; lead toolbox briefings and incident investigations.Plan works around chemical / pressure / electrical hazards typical of water treatment facilities.Training & Handover
Deliver operator / maintenance training, spares lists, and O&M documentation; ensure complete, clean handover and warranty plan.Minimum Qualifications & Experience
Degree in Engineering (Electrical / Control & Instrumentation / Mechatronics or equivalent).8+ years delivering multi-disciplinary automation projects (utilities / critical infrastructure preferred) with proven brownfield cutover leadership.Hands-on familiarity with PLC / RTU (e.g., Schneider M580 / SCADAPack), SCADA (Aveva / Wonderware), OPC / Kepware, DNP3 / Modbus, Windows Server / virtualisation, VLAN routing / firewalls.Strong planning (MS Project / Primavera), cost / risk management, change control, and stakeholder communication.Availability : Full-time on site.Nice to Have
PUB project experience.PMP / PRINCE2.Knowledge of water-process units (RO / UV / CIP, chemical dosing) and historian / reporting systems.Reporting & Work Pattern
