Key Responsibilities
Tender Strategy & Governance
- Critically review Statements of Requirement (SORs) and advise on the most suitable tendering and contracting strategies in alignment with global best practices and company's governance frameworks.
- Assess and validate pre-qualification documents, invitation packages, and evaluation criteria, providing authoritative recommendations for bidder shortlisting.
- Design bespoke tender strategies (Open, Classified, or Single Source) and determine the most effective bidding models (Two-bid or Two-stage) based on project complexity, risk profile, and market intelligence.
- Prepare and present comprehensive Tender Plans, including classified tender strategies and direct selections, to senior management and Tender Committees.
Scope & Document Integrity
Conduct line-by-line reviews of Scopes of Work / Services to identify contractual gaps, unbounded liabilities, technical ambiguities, and impossible obligations.Ensure full coherence, accuracy, and consistency across all tender documentation.Design and recommend the most fit-for-purpose pricing mechanisms, strictly aligned with defined Scopes of Work / Services.Risk Management & Mitigation
Oversee comprehensive risk identification and allocation within the tendering framework, ensuring compliance with company's HSE Risk Management Guidelines.Integrate risk registers and mitigation strategies into contractual documentation, balancing project objectives against contractor obligations.Bidder Engagement & Clarification Management
Oversee the management of all tenderer queries during the bidding phase, ensuring timely, accurate, and consistent responses.Prepare and issue Tender Bulletins covering unpriced commercial queries, ensuring clarity and transparency throughout.Actively participate in mid-tender meetings, site visits, and high-stakes negotiations with potential contractors.Technical Evaluation Oversight
Engage deeply during technical evaluation of bids, ensuring compliance with commercial and contractual requirements.Identify all technical and commercial deviations and prepare structured clarifications until bids are aligned with tender requirements.Collaborate with the Technical Evaluation Team to consolidate evaluation reports and ensure compliance with company's procedureCommercial Evaluation Leadership
Lead the commercial evaluation process, including full analysis of contractor proposals, preparation of commercial tabulations, and submission of formal evaluation reports.Convene and direct meetings with Commercial Evaluation Teams to resolve discrepancies, ensuring timely escalation to Tender Committees.Ethics & Compliance
Enforce strict adherence to fair, transparent, and ethical tendering practices, ensuring evaluation criteria are applied equitably to all bids.Act as the compliance authority to guarantee that company's policies, procedures, and contractual governance standards are upheld throughout the evaluation process.Contract Award & Drafting
Coordinate closely with Sponsoring Departments post-evaluation to finalize Letters of Award (LoA) and ensure timely issuance.Develop and finalize complex contract documentation, incorporating all modifications from Tender Bulletins and Clarifications.Facilitate multi-departmental reviews and secure approvals prior to contractor execution.Post-Award Administration & Change Management
Provide ongoing contract administration support, including validation of contractor bonds, insurances, and guarantees.Lead Change Management, critically reviewing change proposals from contractors or company.Evaluate Change Requests (CRs) for technical, commercial, and contractual implications, preparing submissions for Tenders Committees in line with RPWA and CCPM procedures.Advise on and mitigate contractor claims through negotiation strategies and risk-shared settlements.Contract Close-Out & Performance Review
Ensure early initiation of close-out processes, verifying Completion Certificates (CC), Statement of Final Accounts (SFA), Close-out Reports (COR), Contractor Performance Evaluations (CPE), and Discharge Certificates (DC).Ensure knowledge transfer and lessons learned are captured for future contracting strategies.Qualifications
Bachelor Of Science in Engineering Discipline. A post graduate qualification in Contract Management or Project Management desirable.12 years multi-disciplinary experience in contract execution, including minimum 6 years in offshore Tenders / contracts (Study / FEED as well as EPIC) for Process platforms, Living Quarter, Compressor Platform, wellhead platforms and production, gas lift and water injection lines, submarine power cables, subsea skids and umbilicals and associated brownfield modification at existing platforms.Extensive experience in all aspects of tendering activities related to high / mid value & complex offshore Engineering Contracts for Feasibility / Concept Optimization studies, Pre-FEED, FEED & EPIC in oil and gas industry.Experience in Contracting Strategies Development & Implementation, Pre-qualification, review of Scope preparation of Tender document, Pre-Award & Post-Award Tender clarification / signing of Contract doc & its administration, Negotiations, Variations to Contracts, Claims Management.Possession of sound knowledge of Contracts Law is desirable.Proficient in contractual correspondence, contract verbatim, report writing with analytical, logical and problem-solving skills.Thorough understanding of engineering, procurement, construction techniques EPIC / EPCM & LSTK. Other forms of contracts such as FEED / ECS / Construction / Consultancy contracts and related works / services.Able to use this knowledge for contract analysis, evaluation of statistical data both historical and projected.Preferably experienced in managing contracts in SAP MM-ES and the day-to-day transactions and management.Disclaimer : The company is committed to ensuring the privacy and security of your information.
