Roles & Responsibilities

Key Responsibilities :

HR Strategy and Business Alignment :

  • Develop and implement HR strategies aligned with the overall business strategy and the Bank’s core values.
  • Act as the key liaison with Head Office HR teams to ensure consistency in HR policies and practices.
  • Provide strategic HR advisory to management on workforce planning, talent management, and succession planning.
  • Ensure HR policies support business objectives while complying with local employment laws and industry best practices.

Talent Acquisition and Workforce Planning :

  • Oversee the full recruitment process, including sourcing, screening, interviewing, and selecting candidates.
  • Work with recruitment agencies to attract top talent that meets business needs.
  • Develop employer branding strategies to enhance the organization’s ability to attract and retain talent.
  • Ensure hiring practices are compliant with regulatory and internal policies.
  • 3. Compensation and Benefits Management :

  • Oversee payroll processing, salary structures, performance-based bonuses, and incentives.
  • Ensure timely and accurate statutory payment submissions and claims management.
  • Develop competitive compensation and benefits packages to enhance employee retention and motivation.
  • Ensure compliance with labor laws related to compensation, taxation, and employee benefits.
  • Employee Relations and Compliance :

  • Act as the key contact for employee relations, handling grievances, disputes, and disciplinary matters in accordance with company policies and legal frameworks.
  • Promote employee engagement initiatives and foster a positive workplace culture.
  • Ensure compliance with Singapore’s Employment Act, Employment of Foreign Manpower Act, and other applicable labor regulations.
  • Liaise with internal and external auditors on HR compliance and audit matters.
  • Learning and Development :

  • Identify training and development needs to support employee career growth.
  • Develop and implement training programs that align with business goals and employee development plans.
  • Partner with external training providers to deliver leadership, compliance, and technical skill development programs.
  • HR Operations and Policies :

  • Ensure HR policies and procedures are up-to-date and aligned with regulatory requirements.
  • Maintain HR records, including employee files, attendance, leave records, and performance appraisals.
  • Oversee general HR administration, including welfare, benefits, and employee engagement activities.
  • Organize and facilitate Branch Management meetings.
  • IT and Information Security Oversight :

  • Oversee IT infrastructure, hardware / software maintenance, and troubleshooting IT-related issues.
  • Ensure IT security protocols align with regulatory and internal requirements.
  • Collaborate with Head Office IT teams to mitigate IT vulnerabilities and enhance cybersecurity measures.
  • Coordinate IT risk assessments and business continuity planning (BCP) activities.
  • Facilities and General Administration :

  • Manage office facilities, including maintenance, renovations, and procurement of office equipment.
  • Oversee general office administration, including stationery orders, office supplies, and visitor management.
  • Monitor and manage contractsrelated to IT, general affairs, office rental, corporate insurance, and procurement.
  • Leadership and Stakeholder Management :

  • Lead and manage the HR and administrative team, fostering a high-performance culture.
  • Communicate effectively with different levels of the organization and liaise with Taiwan Head Office.
  • Exhibit strong leadership skills, compliance awareness, and interpersonal abilities.
  • Qualifications and Desired Skills :

  • Bachelor’s degree or higher with 10+ years of relevant HR experience, preferably in banking or IT sectors.
  • In-depth knowledge of Singapore employment regulations and HR best practices.
  • Strong interpersonal skills to manage stakeholder relationships effectively.
  • Excellent communication, negotiation, and presentation skills.
  • Leadership and team management experience with a proactive, compliance-focused approach.
  • This role demands a dynamic HR leader who can balance strategic HR planning with hands-on execution in a banking environment while ensuring compliance and operational efficiency.
