Purpose of the Role

The Procurement Business Partner is accountable for the end-to-end sourcing and procurement process within assigned affiliate(s), working closely with local Finance and business stakeholders to ensure alignment and deliver measurable improvements across all spend categories— indirect—within the framework established by the Global Procurement Leadership Team.

Scope

  • Drive alignment of local process design and role responsibilities with global policies and standards.
  • Provide strategic guidance to affiliates on enhancing sourcing methods and execution, ensuring seamless alignment between regional and global category strategies.
  • Ensure Procurement SOPs at the affiliate level are effectively aligned with global standards and tailored to local stakeholder expectations.
  • Partner with local Finance teams to optimize spend and enhance visibility into the affiliate cost base.
  • Promote procurement practices that proactively address compliance obligations and third-party risk from strategy through execution.
  • Deliver on supplier action plans that support working capital targets, in close alignment with CFO initiatives.

What you will do includes :

Compliance :

  • Ensure procurement activity in APAC is strictly within a culture of ethics and compliance, leading by example and appropriately challenging non-compliance.
  • Ensure adherence to Astellas policies relating to Ethics and Compliance standards and interactions with Healthcare Professionals (HCPs), Healthcare Organizations (HCOs) and Patient Organizations (POs).
  • Procure to Pay Governance :

  • Enable implementation of global procurement policies and procedures at the local level
  • Manage local spend in alignment with global category strategies and sourcing objectives.
  • Drive adoption of key global initiatives (e.g., Third-Party Lifecycle Management, BPO engagement) within the affiliate
  • Ensure robust reporting and visibility of procurement spend, project status, and progress against defined targets.
  • Sourcing and Category Management :

  • Drive the development of affiliate sourcing strategies through close collaboration with local leadership and global category teams, ensuring relevance to business needs and enterprise goals.
  • Align with local stakeholders and global teams to assess contracts and costs across all categories of spend, identifying strategic levers to enhance value creation and drive operational excellence.
  • Enable the effective deployment of regional and global sourcing initiatives within the affiliate, coordinating with category managers to ensure alignment with enterprise-wide strategies.
  • Flexibility to work across cultures for categories that reside in other subdivisions.
  • Define and manage local Preferred Supplier Lists (PSLs) and sourcing channels in alignment with regional category strategies and Astellas’ Category Taxonomy.
  • Influence and align local stakeholders to ensure compliance with PSLs and discourage non-strategic supplier selections.
  • Evaluate new supplier proposals with local business stakeholders and lead the selection process to ensure alignment with category strategy and business needs.
  • Oversee supplier onboarding activity to prevent the creation of non-compliant suppliers and maintain integrity of approved sourcing channels.
  • Supplier management and contracting :

  • Ensure local supplier approvals are executed in accordance with governance requirements and compliance standards.
  • Oversee contract creation to ensure alignment with global and local legal requirements, coordinating with Legal and business stakeholders to apply appropriate controls and risk checks.
  • Champion Astellas’ payment term objectives during supplier negotiations, ensuring alignment with enterprise financial goals.
  • Establish a strong, trusted partnership with the General Manager, local Leadership Team, and Finance to ensure Procurement is positioned as a strategic enabler and to validate savings targets and support financial transparency.
  • Engage early and consistently with local business stakeholders to gain deep insight into commercial plans and evolving sourcing needs.
  • Actively participate in local leadership committees to ensure visibility of procurement initiatives and promote alignment with regional and global strategies.
  • Support both proactive and reactive sourcing requirements to drive agility and value creation across the affiliate.
  • Required Qualifications

  • Full professional fluency in both English and Chinese
  • Minimum 10 years of professional experience within a multinational organization
  • Proven ability to navigate complex, matrixed environments.
  • Strong knowledge of procurement processes, including purchasing, sourcing, and contracting
  • Solid understanding of cost-saving strategies and policies.
  • Experience working across multiple sites and diverse cultural environments.
  • Knowledge of legal and commercial frameworks, with experience or a strong interest in cross-functional collaboration
  • Familiarity with procurement and financial systems
  • Demonstrated expertise in digital tools and practices related to Commercial or Procurement functions.
  • Proficiency in data analysis, dashboard development, and business analytics
  • Preferred Qualifications :

  • Knowledge of commercial operations models within the pharmaceutical industry; prior experience is a strong advantage.
  • Experience working within an outsourced procurement model, including collaboration with BPO providers.
  • Demonstrated category expertise with a strong track record of engaging stakeholders and ensuring alignment with compliance and governance standards.
  • This position is based in Singapore and will require on-site work.
