Singapore Bowling Federation (SBF) is the national governing body for tenpin bowling in Singapore. As a registered Charity and Institution of a Public Character (IPC), we are committed to growing the sport through responsible governance, financial management, and transparent practices. We’re seeking a Finance Manager who shares our passion for purpose-driven work, and who can bring strong technical expertise to help us deliver impact with integrity.
A. OVERVIEW
Reporting to the Executive Director, you will lead end-to-end finance operations, statutory and grant reporting, and the continuous improvement of finance processes, ensuring compliance with SportSG funding requirements, the Charities Act / Commissioner of Charities (COC) guidelines, and IPC obligations.
B. WHAT YOU’LL DO
Financial Operations, Budgeting & Analysis
- Lead monthly accounts closure, including journal entries, reconciliations, accruals, and provisions.
- Maintain the full set of accounts including AP / AR, fixed assets register, and cash management (e.g. fixed deposits, forecasting, etc.).
- Review and approve bank reconciliations and staff claims in line with SBF Financial Regulations.
- Review and post transactions in the accounting system with strong controls and audit trails.
- Issue tax-deductible receipts for donations.
- Lead annual budgeting and forecast cycles in partnership with the ED and High Performance Team.
- Provide financial analysis for SBF events and High Performance related events and programmes.
- Support funding applications and claims with accurate schedules, evidence, and outcome reporting.
- Support ad hoc accounting and financial administrative assignments as required.
Reporting & Compliance
Prepare timely monthly management reports (Balance Sheet and Income & Expenditure) with variance analysis and insights.Manage statutory reporting and year-end financial statements under SFRS.Lead any statutory and compliance audits, closing findings with corrective actions.Ensure GST compliance / filings and liaise with IRAS where required.Prepare submissions to SportSG and the Charities / COC (including IPC-related filings).Governance, Controls & Risk
Uphold strong internal controls, segregation of duties, and documentation; and refresh policies SOPs as needed.Ensure adherence to the Code of Governance for Charities / IPC, PDPA and donor data requirements, and payment authorization limits.Identify financial risks and propose pragmatic mitigations.Systems & Process Improvement
Enhance accounting system use, reporting templates, and automation of routine tasks.Improve data quality and visibility for decision-making.People & Collaboration
Partner with coaches, programme managers, and competitions staff to ensure finance is an enabler.Supervise and develop finance / admin teammates and build a culture of accountability and collaboration.Perform any other duties as assigned by Management.C. WHAT YOU BRING
Qualifications & Experience
Degree in Accountancy or equivalent professional qualification.Hands-on experience managing a full set of accounts and monthly close.Proven track record preparing management reports and supporting audits.Prior experience in a supervisory or finance lead role, with the ability to manage, coach, and develop team members.Advanced Excel skills and strong IT skills.Experience with MYOB or similar accounting systems.Experience in a Charity / IPC, National Sports Association, or grant-funded environment (preferred).Familiarity with SportSG funding frameworks, Charities / COC submissions, GST and IRAS processes (preferred).Attributes
