Position Overview

MOH, in partnership with Smart Nation and Digital Government (SNDG), Government Technology Agency (GovTech) and Integrated Health Information Systems (IHiS), is developing a health-related data sharing platform [Trusted Research and Real world data Utilisation and Sharing Tech (TRUST)].

The goal is to maximize use of research and real-world datasets securely in an anonymized manner, so as to generate useful insights, support health data analytics, and improve health outcomes. More information on the platform can be found here : trustplatform.sg

Role & Responsibilities

As a Contracts Senior Manager, you will serve as the primary contact for contract negotiations and be responsible for managing the contracting process of the project, which involves preparing, reviewing, negotiating and executing range of contracts. These contracts may include but not limited to Research Collaboration Agreements (RCA), DSA (Data sharing agreement) and DTA (Data Transfer Agreement). This person would also need to work closely with legal counsels, contract managers and various public and private sector stakeholders to facilitate successful contracting processes.

Engage various stakeholders (government, academic research and industry) to develop and execute the contracts in a timely manner
Analyse contracts to identify risks, liabilities or gaps. Work closely with stakeholders to resolve contractual issues in timely manner.
Responsible for ensuring that contract amendments and reviews are monitored, gathered and acted upon as appropriate.
Ensure that contract documentation is carried out systematically, e.g. assist to set up system to maintain contractual records and ensure adequate processes and policies are in place; proper filing of all contractual documents (hardcopy and softcopy)

Requirements

Minimum 7-10 years of working experience in a professional contract role, Minimum Degree in related discipline.

Paralegal experience and / or commercial law and technology transfer certification, or equivalent work experience would be advantageous.

Strong knowledge of research contracting terms, good understanding of data privacy laws (Singapore and International); and appreciation of the local health and biomedical research ecosystem.

Good contract negotiation skills and a collaborative, solutions-oriented approach and strong communication skills

Critical thinking skills, identify business, legal and financial implications of the different contracts.

Excellent written and verbal skills with an eye for detail.

Versatile in working independently as well as an effective team player
