Roles & Responsibilities

ABOUT UNLEASH THE ROAR!

Unleash the Roar! (UTR!) − is a national movement which aims to raise the levels of Singapore football, build strong support systems to nurture our next generation of talents and rally the nation behind the shared dream. It is a long-term, whole-of-society effort covering grassroots development, elite youth pathways, infrastructure and community /fan engagement.

The AFA Head Coach leads the technical delivery and overall quality of football programmes within the 17 AFA centers under the Unleash The Roar! initiative. Reporting to Director, UTR! Foundation, the role is responsible for designing and implementing player development pathways, overseeing coaching standards, managing coach deployment, and driving talent identification efforts. In addition, the AFA Head Coach will lead and manage a team of Assistant Coaches to ensure the effective and consistent delivery of programmes across AFA centres under his/her respective charge. The role ensures alignment with national technical frameworks while developing both players and coaches to achieve high-quality, sustainable outcomes across the AFA centers.


Job Description


1. Programme Leadership & Delivery

  • Lead and manage grassroot football programmes within the Unleash The Roar! (UTR!) project.
  • Oversee the delivery of ActiveSG Football Academy Football Centres to ensure consistent, age-appropriate and high-quality training.
  • Ensure Development Centres implement structured training programmes that support long-term player development.
  • Plan and deliver seasonal grassroots programmes aligned with national and local football calendars.
  • Align all programmes with the broader national football ecosystem and technical frameworks.
  • Provide regular updates to UTR! leadership on programme outcomes and player development progress.

2. Player Development & Pathways

  • Design and implement a seamless, end-to-end player progression model from grassroots to Development Centres and beyond.
  • Integrate grassroots programmes into Development Centres to ensure continuity and consistency in development pathways.
  • Monitor and track player development across assigned schools, academies and centres to ensure merit-based progression.
  • Support the holistic development of players, ensuring readiness for higher levels of competition.

3. Talent Identification &Scouting

  • Lead talent identification and scouting initiatives within grassroots and Football Centre programmes.
  • Identify high-potential players and recommend them for progression into appropriate development tiers.
  • Work closely with technical staff and stakeholders to ensure alignment with national benchmarks and talent frameworks.

4. Coach Management & Development

  • Supervise and manage AFA Centre coaches, including deployment across programmes and centres.
  • Ensure consistency, quality and adherence to coaching standards across all sessions.
  • Allocate coaching resources effectively based on programme needs and developmental priorities.
  • Develop and implement continuous coach education and professional development initiatives to uplift coaching standards.

5. Stakeholder Engagement &Partnerships

  • Support the Head of Youth in engaging key stakeholders, including Schools (DUS and non-DUS), Parents and guardians, Football Association of Singapore (FAS), Local clubs and academies etc.
  • Conduct outreach to primary schools and community partners to drive participation in grassroots programmes.
  • Promote the Unleash The Roar! (UTR!) project and explore partnerships with organisations such as People’s Association and Community Sports Network.
  • Foster strong relationships to support programme growth and alignment within Singapore’s football ecosystem.

6. Operations & Programme Coordination

  • Ensure smooth operational delivery across AFA Centers and programmes, including scheduling and coordination and ensuring quality of equipment and facilities before conducting programme.
  • Work closely with technical and support staff to maintain operational readiness.
  • Support administrative, logistical and reporting requirements to ensure effective programme execution.

7. Safeguarding & Duty of Care

  • Act as a Safeguarding Officer for UTR! programmes in line with Safe Sport principles.
  • Ensure all safeguarding, safety and welfare protocols are strictly adhered to across all activities.
  • Serve as an emergency responder where required and uphold a safe environment for all participants.

Job Requirements

  • Recognised football coaching certification (minimum AFC “B” Licence or equivalent)
  • Valid National Registry of Coaches (NROC) membership
  • Valid Safe Sport Certification by CoachSG
  • Minimum 3–5 years of coaching experience, including youth development and grassroots football
  • Proven experience in programme design, player development and talent identification
  • Strong background in administration and documentation
  • Demonstrated ability to manage and develop coaches in a structured environment
  • Strong understanding of long-term athlete development models and national football frameworks
  • Good leadership, communication and interpersonal skills
  • Ability to work flexible hours, including evenings and weekends
