Role Purpose
The Procurement Specialist will be responsible for developing and executing country-specific procurement strategies to maintain a competitive advantage. This role involves end-to-end supplier management, market analysis, and cross-functional collaboration to ensure delivery assurance, cost-efficiency, and high-quality standards across ICT and integration projects.
Key Responsibilities
- Strategic Procurement Planning: Develop and implement localized procurement strategies tailored to the representative office's business needs to ensure market competitiveness.
- Supplier Lifecycle Management: Lead supplier qualification, selection, and performance evaluations.
- Market Intelligence: Collect and analyze market trends, category supply data, and price movements to optimize supply resources and formulate proactive action plans.
- Business Development & Delivery: Support market bidding and delivery assurance. Take ownership of key performance indicators (KPIs) including cost savings, quality, and internal controls.
- Supplier Relationship Management (SRM): Foster long-term collaboration with mainstream suppliers and subcontractors. Enhance Huawei’s customer status and assist suppliers in improving their operational efficiency.
- Project & Integration Support: Manage procurement for complex integration projects (e.g., Data Centers) and lead large-scale supplier conventions (up to 200+ participants).
- Cross-Functional Collaboration: Operate within a matrix team structure to ensure the seamless execution of procurement tasks and internal control compliance.
Job Requirements
- Bachelor’s degree in Engineering, Supply Chain Management, Business, or a relevant field.
- Minimum 3 years of corporate procurement experience within the ICT (Information Communication Technology) industry.
- Proven track record managing projects with an annual spend of US$5M+ with demonstrable cost-savings.
- Manage a portfolio of 10+ suppliers to ensure resource assurance and delivery quality.
- Experience in bidding for integration projects (e.g., Data Center infrastructure).
- Strong understanding of risk control management and internal audit processes.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
- Strong negotiation, analytical, and organizational skills.
- Must be comfortable with high-frequency international travel for business purposes.
