Job Summary
We are seeking a highly experienced and results-driven Senior Contracts Manager to oversee and lead our tendering and pre-contract operations. The ideal candidate will have a strong background in commercial and / or residential construction, preferably in HDB projects, excellent leadership skills, and the ability to contract administration, commercial risk management, and bid strategy. You will play a key role in securing major projects by delivering compliant, competitive, and profitable tenders.
Key Responsibilities
- Lead end-to-end tendering processes, including bid strategy, risk assessment, pricing coordination, and submission.
- Review and interpret client-issued tender documents (e.g., RFPs, ITTs, BOQs, and drawings), ensuring all deliverables are understood and responded to appropriately.
- Develop and implement structured internal workflows for bid preparation, approvals, and stakeholder alignment.
- Coordinate cross-functional teams (estimating, planning, procurement, legal, engineering) to develop complete, high-quality technical and commercial submissions.
- Lead negotiations on commercial terms, qualifications, and contract risk allocation in collaboration with legal and executive management.
- Manage communication with clients during tender periods, including handling clarifications, RFIs, and interviews.
- Oversee preparation and submission of all tender documentation, ensuring professional presentation and on-time delivery.
- Support post-tender activities including negotiations, contract award, and handover to project delivery teams.
- Maintain a lessons-learned database to improve future tendering strategies and processes.
Qualifications
Bachelor's Degree in Quantity Surveying, Construction Management, Civil Engineering, or a related field.Minimum of 10 years of progressive construction management experience and tendering, with at least 8 years in a senior leadership role.Proven experience managing complex mid-to-large scale commercial or residential building projects.Excellent understanding of commercial risk, contract negotiation, and legal implications in construction contracts.Strong organizational skills including attention to detail and methodical approach to workStrong knowledge of construction methods, materials, scheduling, and financial management.Excellent written, communication, negotiation, and leadership skills.Proficient and competent in MS Office applications, particularly in Excel, and project management software.Tell employers what skills you have
