overview : As the Utilities
Supervisor, this position is responsible for Site Electrical System
and support the normal operation of the general Facilities and
Utilities equipment of the entire factory, including formulating
relevant procedures, rationally arranging system operation and
meeting reliability goals. Responsible for troubleshooting,
preventive maintenance, daily monitoring, deviation resolution and
prevention of electrical and utility systems to ensure compliance
with GMP and HSE
requirements.
Responsibilities
Responsible for
leading the whole site electrical installation and routine
operation / maintenance of electrical system. Be the subject matter
expert representing the site.
Act as a Site
Energy Manager or a primary back-up of the appointed Energy
Manager
Knowledge of testing, operations and
maintenance of various Electrical Transformers, Switchgears, MCC,
RUPS / UPS, Emergency Genset, ATS / MTS, etc.
Working knowledge and experience in handling LT to HT
(230V to 22KV), design of single line / schematic diagram,
electrical layout, cable routing, power and lighting, lightning
protection, earthing, breaker sizing, load calculation, code
compliance according to local authority requirement.
Provide timely support to the utility operation team to
any related electrical issues and to ensure smooth utility
operation.
Evaluate electrical system's
safety, reliability and performance
Examine
needs on new equipment, calculate costs and help prepare
budgets.
Responsible for the general
facilities of new construction projects focusing on electrical
system installation, electrical equipment selection and
installation supervision and commissioning verification.
Ensure that installations and applications are in line
with customer needs, safety standards and electrical
standards.
Responsible for updating GMP
related drawings, managing related technical documents and
operation records, reviewing and updating each year, and meeting
the requirements of customer quality audits and HSA, FDA and EU
audits.
Responsible for the formulation and
implementation of annual and monthly operations and maintenance
plans for electrical systems and related document records to ensure
timely updates, completeness and effectiveness of the maintenance
program.
Manage spare parts effectively
related to electrical systems.
Participate in
the renovation project of general facilities system, on-site
construction quality control and acceptance, to ensure compliance
with relevant GMP laws and regulations and Energy Monitoring System
requirements.
Responsible for troubleshooting
of electrical systems, deviation investigation and subsequent CAPA
processing.
Control and reduce consumption of
water, electricity and steam to meet energy saving
requirements.
Responsible for on-site 5S
improvement and EHS requirements.
During
project phase, the individual is expected to be actively involved
and at times doing multiple roles to support the overall success of
the greenfield project startup.
Manage,
nurture and guide subordinate employees, and conduct effective
assessments.
Build a high-efficiency team and
bring out the initiative, enthusiasm and creativity of each team
member.
Effective inter-departmental
communication and collaboration.
Cultivate and
train subordinate employees to improve work skills and work
efficiency.

Job
requirements : Bachelor
degree in electrical / electronic, power engineering and other
related majors, more than 8 years of relevant work experience in
large pharmaceutical, petrol chemical or semiconductor cleanroom
environment, and more than 10 years of relevant electrical
installation and operations experience for junior college /
polytechnic.
Certified License electrical
worker and energy manager will be ideal
Have
experience in general utilities operations and maintenance or
engineering construction, have certain organizational management,
communication and coordination skills, and have a strong team
spirit.
Ideally, individual with greenfield
startup experiences will be an advantage for this role.
Good problem-solving skills and be able to guide and
supervise the work of subordinates. Responsible for assignment,
assessment and motivation of subordinate employees
Be able to lead by example and have a strong sense of
responsibility and can withstand strong work pressure with given
timeline.
Be proficient in operating Office
software, and have the ability to review construction technical
plans and equipment technical negotiation.
Have the ability to read and write in English and be able
to communicate in English fluently.
