Roles & Responsibilities

Position : PMO Manager

Industry : Construction – Bio / Pharmaceutical Projects

Location : Singapore

Employment Type : Full-time

Responsibilities

Establish, lead, and manage the Project Management Office (PMO) to oversee Bio / Pharmaceutical construction projects, ensuring alignment with organizational goals and regulatory standards.
Develop and implement standardized project management frameworks, processes, tools, and governance for all building projects.
Ensure project delivery meets strict compliance requirements relevant to pharmaceutical and bio-manufacturing facilities.
Monitor, track, and report on project performance including scope, cost, schedule, quality, resources, and risks.
Provide governance and oversight for project execution, ensuring consistent application of project methodologies across multiple sites.
Coordinate reporting and communication between project managers, consultants, contractors, and senior management.
Drive continuous improvement in project management practices to improve efficiency, compliance, and delivery outcomes.
Lead project risk management, issue resolution, and change management processes.
Mentor, coach, and support project managers in planning, scheduling, procurement, and delivery best practices.
Support strategic decision-making by consolidating project performance data and insights for executive leadership.

Requirements

Bachelor’s Degree in Engineering, Construction Management, Project Management, or a related discipline.

7+ years of project management experience in construction, with at least 5 years in PMO or program management roles .

Excellent knowledge of project management methodologies.

Proficiency in project management and scheduling tools.

Strong leadership, stakeholder management, and communication skills.

PMP or equivalent certification preferred.
