Roles & Responsibilities
The Project Manager (Apps Services) will manage the governance of agency’s applications, engage and partner various stakeholders on project management, procurement management, contract management, usage, compliance and risks management of agency’s applications.
You will work closely with business analysts, solution architects and technical services consultants and security team to ensure that business needs are met, projects / products are delivered timely within projected costs, and ensure compliance are met within acceptable risks levels. This includes managing project schedules, identifying risks and clearly communicating them to project stakeholders. The ability to effectively engage and manage project stakeholders and business partners is a must.
Scope :
- Oversee the admin processes - ensuring contracts, PCMs, budgets, reports, compliance, billings are in order
- Drafting or reviewing the Agency’s tender specifications or evaluating tender offers received by the Agency and preparation of tender evaluation reports.
- Seeking quotation from suppliers.
- Manage and execute the procurement of ICT systems, goods and services in a timely manner.
- Understand the government procurement policy and advise application teams on meeting such policies while enabling systems needs to be met
- Review proposals from suppliers
- Review, clarify and negotiate business requirements with suppliers
- Perform billing governance and operations to ensure business sustainability and adequate cashflow
- Interact closely and partner with the business units to provide billing support and analysis
- Handle month / year-end closing of billing and accruals
- Ensure billing functions are executed within the stipulated deadlines or / and tender specifications
- Engage vendors in relation to billing matters such as billing disputes and draw up the billing framework for vendors’ compliance
- Perform onboarding and offboarding of outsourced vendors and co-sourcing team
- Use of billing templates and validation tools to ensure billing governance and processes are adhered to
- Monitoring and Track Project Expenses and Timeline
- Preparing of contract renewal and paperwork required
- Plan and lead the development of the business case as well as the budget for the ICT system
- Ensure that projects are executed to meet identified business needs, within agreed parameters of cost, duration and quality
- Identify potential project risks and its implication to the organisation and to recommend mitigating measures so as to manage the risks
- Effectively engage and manage the vendors to deliver ICT solutions and services
- Understand the IT management policy and security guidelines to ensure the development processes, procedures and system are designed to comply with these policies and guidelines
- Any other duties that may be assigned.
What we are looking for :
Degree with minimum 8-10 years of relevant working experience, preferably in both IT project management and ICT governance and procurementExcellent written, verbal communication, presentation and negotiation skillsGood knowledge of government ICT environment (preferred)Good knowledge of government ICT procurement and contract management practices (preferred)Strong stakeholder management balancing both the analytical aspect and the people aspectsTeam Player, proactive and self-motivatedExperience in IT risks assessment and compliance activitiesExperience in understanding available information, identifying gaps and presenting recommendations through an enterprise lensTell employers what skills you have
