The Home Team Science and Technology Agency (HTX) is a statutory board under the Ministry of Home Affairs (MHA) that pioneers innovation solutions and develops world‑class science and technology capabilities to transform and empower the Home Team in delivering safety and security for Singapore.
The HTxAI Products team commits to empowering our Home Team Department (HTD)'s flagship projects through the seamless integration of AI technologies, from opportunity identification to launch and continuous enhancement. The Head, Product Management will lead product management, identifying opportunities, developing and managing AI and digital products in homeland security, aligning with HTX’s strategic direction, and monitoring AI initiatives that ensure public safety and support Home Team operations. The successful candidate will work closely with internal and external stakeholders to guide products through their entire lifecycle, from ideation to launch, and ensure ongoing improvements. The role also fosters a product‑focused development culture within HTX.
What You Will Be Working On
- Lead the product team to develop, update, and prioritize long‑term product roadmaps by partnering with stakeholders and users.
- Prioritize product delivery and define launch parameters such as minimum viable product, versioning, releases, and go‑to‑market communication.
- Collaborate with the Solution & Design team to identify and validate problem statements that help agile teams conceptualize or innovate new AI and digital solutions or evolve current AI and digital product features.
- Engage cross‑functional stakeholders by communicating value propositions that deliver digital solutions which optimize resources, reduce time‑to‑market, and lower cost.
- Evaluate and execute commercial opportunities to co‑develop solutions or integrate commercially available products to realize product goals.
- Recommend and manage appropriate methodologies for user discovery and validation, agile development and testing, and reporting of results on a regular and consistent basis.
- Manage cross‑functional agile teams that comprise solution and design, engineering, and engagement teams while ensuring alignment on product requirements, feature prioritization and delivery.
- Manage team resources and performance, aligning individual aspirations with stakeholder requirements.
What We Are Looking For
Postgraduate or tertiary qualification in information systems, computer science, business, or social sciences.5 to 8 years of digital product management experience, including leading a team of product managers.Demonstrated success in defining, launching, and scaling a product.Knowledge of agile development processes and product methodologies such as lean and design thinking.Technical understanding of digital trends and technologies, including emerging technologies.Good to have experience with AI‑related technologies, AI / ML, data science, and data analytics.Excellent written and verbal communication skills, with the ability to articulate product vision and strategy.Strong analytical and prioritization skills.Ability to adapt to uncertainty and pivot product strategy as customer needs or business strategy evolve.Emphasis on user‑centric requirements and product usability.A deep passion for product development and a motivation to build products that bring value to users.Data‑driven decision making, using data and insights to inform product strategy and priority features.A supportive and empowering leadership style focused on helping the team develop, grow and deliver results.Strong collaboration skills for working effectively with cross‑functional teams and stakeholders from ideation to delivery.All new hires are appointed on a two‑year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
