Job Description :

This position is responsible for Managing a joint Capital Investment and Technology development Project to establish a Technology Translation Centre (Low-Carbon Technology Translational Testbed, LCT3) on Jurong Island. The job scope encompasses project planning and management across the project life cycle using the Front-End Loading (FEL) methodology. ISCE2 is looking for a highly self-driven and meticulous individual who has the strong ability to multi-task and has good time and project management skills to deliver results under tight timelines.

Key Accountabilities :

  • Defines and manages project scope, planning, scheduling, resource allocation, and project risks using project management tools based on project objectives and goals
  • Establishes, oversees and manages project schedule, milestones and deliverables
  • Provide regular forecasts to enable project and resource controlling for prompt decision making
  • Manage contracts with vendors, suppliers and consults during both engineering and construction phases
  • Present and communicate effectively on project status, risks, resources and change management to stakeholders and advocates for the project internally and externally.
  • Utilize industry best practices, techniques, and standards throughout entire project execution
  • Maintains high motivations amongst team members, makes project decisions and resolve conflicts in project team and workstreams
  • Ensure technical developments and business requirements are constantly aligned throughout the project
  • Consult stakeholders and establish priorisation in the project

Job Requirements :

  • Bachelor or Master's Degree in related Chemical, Mechanical and Automation Engineering or other related engineering fields.
  • Possess at least 8 years of experience in leading small to mid-sized capital investment projects in the process and chemical industry
  • Familiar with regulations, codes and industry best practices in the Process and Chemical Industry.
  • Familiar with technology and process development in the process and chemical sectors
  • Possess the technical appreciation to align all related disciplines of process, mechanical, electrical and automation, civil, structural and architecture (CSA) in a CapEx project and understand their interfaces
  • Possess strong interpersonal, oral and written communication and organization skills
  • Confident to communicate at all levels of technicality (basic to complex)
  • Ability to apply strategic thinking in debottlenecking and de-risking project tasks
  • Self-driven and meticulous individual who has the strong ability to multi-task and has good time management skills to deliver results under tight timelines
