Role Summary
Own end-to-end Human Resources and Office / General Affairs (GA) for our Singapore entity. You will partner with leaders on workforce needs, drive fair and compliant HR practices, and run a safe, efficient, and cost-effective office. The role blends strategic partnering with hands-on execution.
Key Responsibilities
1) Human Resources (HR)
People Partnering & Organisation Effectiveness
Advise leaders on workforce planning, organisation design, and talent reviews.
Run performance and development cycles; coach managers on feedback and growth plans.
Talent Acquisition (TA)
Lead full-cycle hiring in line with TGFEP (fair ads, structured selection, merit-based decisions).
Manage sourcing, assessments, offers, and onboarding experience.
Compensation, Benefits & Payroll
Administer salary reviews, promotions, and benefits using market data and internal policy.
Oversee payroll accuracy and statutory submissions (CPF, IRAS AIS / IR8A); manage vendor SLAs.
HR Operations & Compliance
Maintain HR policies / handbook; ensure MOM compliance (employment contracts / KETs, leave, itemised payslips).
Manage work passes (Employment Pass, S Pass), onboarding / offboarding (KIT, final pay, exit).
Ensure PDPA compliance in HR data handling; maintain secure and auditable records.
Support WSH reporting and wellness; track absence and return-to-work processes.
Employee Relations (ER) & Culture
Handle grievances / discipline with fair, timely, well-documented investigations.
Drive engagement surveys, action plans, and inclusive culture initiatives (DEI).
Learning & Development
Identify capability gaps; deploy L&D roadmap and track outcomes.
Projects & Analytics
Improve HRIS / processes; deliver people metrics (headcount, attrition, engagement, pay insights).
Lead change initiatives (hybrid work, policy refresh, flexible benefits).
2) Office / General Affairs (GA)
Facilities & Space : Seating / meeting room planning, access control, renovation / moves, cleaning / security oversight.
Vendors & Purchasing : Manage building / property, IT, security, cleaning, courier, pantry, and office supplies; contracts, POs, invoicing.
Budget & Cost Control : Own GA budget; monthly variance analysis and optimisation proposals.
EHS / WSH Compliance : Implement workplace safety & health requirements; run fire drills, first-aid training, risk assessments, and remediation.
BCP & Emergency : Maintain business continuity and incident response (power / network / facilities).
Assets & Admin Services : Asset registry, stock in / out, fixed-asset audits; reception / visitor / mail handling.
Events & Office Experience : Townhalls, culture events, celebrations, and volunteer programmes.
Requirements
Experience : 5–10+ years of progressive HR experience with 2–3 years in a manager / lead role in Singapore; hands-on GA / facilities experience preferred.
Regulatory Knowledge : Strong grasp of Employment Act, TGFEP, PDPA, CPF / IRAS, Work Pass policies, and WSH basics.
Skills : Business partnering, ER / investigations, TA, HR operations, stakeholder influence, project management, and data-driven decision-making.
Tools : HRIS (e.g., Workday / SuccessFactors / BambooHR), ATS, payroll systems; strong Excel / Slides; basic facilities / vendor management exposure.
Communication : Excellent written and verbal English; able to craft clear policies and guidance.
Work Eligibility : Legally eligible to work in Singapore.
Language : Proficiency in English and Mandarin if the role regularly liaises with China-based stakeholders and reviews Mandarin HR / contract documents (business necessity).
