Account cum Payroll
1. Position Overview
The Account cum Payroll (Executive) is responsible for handling the company’s full spectrum of accounting and payroll functions in compliance with Singapore’s statutory requirements. This includes financial reporting, payroll administration, statutory filings (e.g., CPF, IRAS, MOM), and ensuring accurate and timely documentation to support business and audit requirements.
2. Key Responsibilities - Cleaning Business
A. Accounting Duties
- Manage full sets of accounts, including Accounts Receivable (AR), Accounts Payable (AP), General Ledger (GL), and Bank Reconciliation.
- Prepare monthly, quarterly, and annual financial statements in accordance with Singapore Financial Reporting Standards (SFRS) .
- Maintain fixed asset registers and depreciation schedules.
- Support GST (Goods and Services Tax) reporting, filing, and reconciliation.
- Ensure proper accruals, prepayments, and journal entries are recorded accurately.
- Prepare management reports, financial analysis, and variance reports for management review.
- Liaise with external auditors, tax agents, corporate secretarial firms, and government agencies (e.g., ACRA, IRAS).
- Support budgeting, forecasting, and cash flow management.
B. Payroll Administration
Process monthly payroll accurately and on time using HR / payroll software (Timesoftware).Ensure compliance with the Employment Act , Central Provident Fund (CPF) regulations,and Ministry of Manpower (MOM) requirements.Calculate and process salary adjustments, bonuses, overtime pay, and leave encashments in accordance with company policies and statutory requirements.Compute and remit monthly CPF contributions and SDL (Skills Development Levy) .Handle IRAS-related filings including :
Form IR8A and Appendix 8A / 8B for employees annually.AIS (Auto-Inclusion Scheme) submissions via myTax Portal.IR21 tax clearance for foreign employees leaving Singapore.Manage NS (National Service) make-up pay claims and related documentation.Maintain accurate employee payroll records, attendance, and leave data.Ensure payroll confidentiality and handle employee queries professionally.C. Statutory & Regulatory Compliance
Ensure compliance with all Singapore statutory requirements, including :
CPF , IRAS , MOM , SkillsFuture (SSG) , ACRA , and GST .Prepare and file :
GST returns (Form F5) quarterly or as required.Corporate Income Tax (Form C / C-S) in coordination with tax agents.ECF (Employment Claims Framework) documentation when required.Keep abreast of updates in Singapore’s employment, payroll, and tax regulations.Maintain proper documentation for internal and external audits.D. Reporting & Analysis
Generate periodic management reports, payroll summaries, and financial statements.Provide variance analysis and insights for decision-making.Support audit preparations and respond to auditor queries.Recommend process improvements for financial efficiency and compliance.E. Coordination & Support
Work closely on staff matters (new hires, resignations, benefits).Support management in financial planning and cash flow analysis.Coordinate with vendors,suppliers, and statutory bodies as necessary.3. Deliverables
Monthly payroll processed accurately and on schedule.Timely CPF, IRAS, and GST submissions.Complete and accurate monthly / annual financial reports.Audit-ready accounting and payroll documentation.Compliance with Singapore statutory deadlines.4. Qualifications and Skills
Diploma or Degree in Accounting, Finance, or ACCA equivalent.Minimum 2–5 years of relevant experience in accounting and payroll in Singapore.Knowledge of Singapore Employment Act , CPF Act , and Income Tax Act .Proficient in accounting and payroll systems (Timesoftware).Excellent attention to detail, accuracy, and confidentiality.Strong analytical,communication, and time management skills.5.
