About the Role
Our client is seeking an exceptional Chief Executive Officer to lead the establishment and growth of a multi-family office fund management company in Singapore. This is a unique opportunity to build a $100M+ Fund of Funds platform from the ground up, serving established (Anchor Investors) high-net-worth clients from Kazakhstan, Central Asia, and the Middle East.
The successful candidate will spearhead the Capital Markets Services (CMS) license application process with MAS and establish an investment platform focused on Private Equity and Private Credit investments across North America, Europe, and Asia.
Key Responsibilities
Regulatory Leadership & CMS License Application
- Lead the CMS license application process with MAS, targeting Q1 2026 submission and Q4 2026 In-Principal Approval
- Ensure full compliance with Securities and Futures Act (SFA) requirements and ongoing regulatory obligations
- Establish comprehensive AML / CFT programs and risk management frameworks
- Manage relationships with MAS and maintain all necessary licensing, filings, and regulatory disclosures
- Oversee appointment and supervision of qualified representatives and compliance personnel
Private Markets Investment
Develop investment thesis targeting 12-15% IRR and 1.4x-1.7x TVPI returnsEstablish and maintain relationships with Private Equity and Private Credit fund managersCreate geographic diversification strategy : North America (60-70%), Europe (20-30%), Asia (10-30%)Implement vintage year diversification protocols (maximum 50% in any single vintage year)Investment Management & Operations
Structure Fund of Funds under Variable Capital Company (VCC) framework with closed-end sub-fundsOversee investment commitments : $10M per fund investment (7-9 funds), $1-5M per co-investment (1-3 deals)Establish portfolio monitoring and quarterly NAV reporting systemsImplement concentration limits and risk management protocolsManage 5-year commitment period deployment strategyTeam Leadership & Corporate Governance
Build and lead high-performing investment and operations teamsEstablish organizational structure and reporting linesEnsure effectiveness of operational processes and internal controlsDeliver accurate reporting to regulators, investors, and board of directorsMaintain highest standards of corporate governance and fiduciary responsibilityEssential Requirements
Professional Experience
Minimum 10 years of relevant experience in fund management, private markets, or investment bankingProven track record in Private Equity, Private Credit, or alternative investmentsExperience with fund formation, investor relations, and regulatory complianceStrong background in Asian markets with understanding of Central Asian investor needsPrevious experience with MAS licensing or Singapore financial services regulation preferredRegulatory & Compliance Expertise
Deep knowledge of Singapore Securities and Futures Act (SFA) and CMS licensing requirementsUnderstanding of MAS guidelines for fund management companiesExperience with AML / CFT compliance, risk management frameworks, and regulatory reportingFamiliarity with Variable Capital Company (VCC) structures and fund administrationLeadership & Management Skills

Residency & Licensing
