Roles & Responsibilities
1. Project Planning and Coordination
- Review and interpret technical drawings, utility layouts, and construction specifications.
- Coordinate with consultants, utility authorities (e.g., PUB, Gas, Telecom), and clients.
- Participate in utility route planning to avoid conflicts and ensure feasibility.
2. Site Preparation and Survey
Supervise site surveys and utility markings before trenching begins.Ensure trench lines, manhole positions, and pipe alignments are accurately set out.Coordinate with survey teams for level checks and route setting using GPS / total station.3. Execution and Construction Supervision
Manage and oversee excavation, bedding, pipe laying, and backfilling operations.Supervise installation of :
Sewer pipelines
SPPG (Singapore Power PowerGrid) ducts
Telecom conduits (fiber, copper)
PUB water supply pipelines
Gas pipelines (low / high pressure)
Manholes and chambers
Ensure compliance with trench depth, slope, and jointing specifications.4. Quality Control and Compliance
Ensure all materials (pipes, ducts, fittings, etc.) meet approved standards.Inspect works at each stage for compliance with specifications and standards (PUB, SP, etc.).Conduct compaction, hydrostatic pressure, and air tests as required.Review and sign off method statements, inspection and test plans (ITPs).5. Health, Safety, and Environment (HSE)
Implement and monitor safety measures during trenching and confined space activities.Ensure proper shoring, barricading, and traffic control near utility works.Minimize environmental impact and adhere to LTA, NEA, and BCA guidelines.6. Utility Coordination and Permits
Apply for and manage permits (e.g., LTA road opening, PUB, SP Power).Coordinate with utility owners to schedule shutdowns, tie-ins, and inspections.Resolve utility clashes by proposing rerouting or design modifications.7. Documentation and Reporting
Maintain daily progress reports, inspection records, and site logs.Prepare and update as-built drawings and redline mark-ups.Submit progress reports and documentation to project managers and clients.8. Team and Resource Management
Supervise and guide site supervisors, foremen, and subcontractors.Manage manpower and machinery allocation for each utility work section.Ensure timely delivery and storage of required materials on site.9. Testing and Commissioning
Supervise testing for :
Hydrostatic and pneumatic pressure (water / gas pipelines)
