Roles & Responsibilities

Project Manager

(Mandarin Proficiency) – Banking Technology (Applications)

Location : Singapore

We are seeking a highly motivated Project Manager with Mandarin proficiency to support our client, a top global investment bank, in overseeing the delivery of application-related technology projects, w ith a strong focus on China and Taiwan . The role ensures business requirements are met and projects are delivered on time, within scope, and within budget. The incumbent must be able to communicate effectively in Mandarin, including the use of technology and project management terminology, to engage with stakeholders in China and Taiwan.

Key Responsibilities

Application Project Management : Lead planning, execution, and delivery of banking application projects across APAC, ensuring successful outcomes in China and Taiwan.
Payments Domain : Drive initiatives in payments and clearing systems; prior experience in payment applications is a strong advantage.
Stakeholder Engagement : Act as the primary liaison with business and technology stakeholders in China, Taiwan, and the wider region, ensuring effective communication of project status, risks, and issues in both English and Mandarin.
Team Leadership : Manage and mentor cross-functional teams (developers, testers, analysts), fostering collaboration and accountability.
Risk & Quality Management : Identify risks, implement mitigation strategies, and ensure application deliverables meet quality standards and regulatory requirements.
Budget & Vendor Management : Track project financials, manage vendors / partners, and ensure application deliverables align with requirements.
Agile & DevOps Delivery : Work closely with global Agile and DevOps teams to deliver APAC regional application solutions.
Governance & Reporting : Coordinate project routines (kick-offs, tollgates, stakeholder meetings) and provide timely status updates to senior management.
Continuous Improvement : Promote adoption of best practices and lessons learned for enhanced application delivery efficiency.

Requirements

Languages : Fluency in Mandarin (spoken and written) and English, with confidence to engage stakeholders in China and Taiwan. Must be able to communicate application technology and project management concepts in Mandarin (e.g., 敏捷开发 – Agile development, 项目管理 – project management).

Experience : Minimum 5 years of project management experience, with at least 3 years in the banking / financial technology sector delivering application projects.

Payments Expertise : Strong advantage if experienced in payment applications, clearing systems, or regulatory-driven application projects.

Certifications : PMP, PRINCE2, or equivalent preferred.

Technical Knowledge : Solid understanding of application development methodologies (Agile, Scrum, Waterfall) and project management tools (e.g., Jira, MS Project).

Leadership & Communication : Excellent leadership, problem-solving, and communication skills. Ability to influence stakeholders and present technical concepts clearly.

Preferred : Experience leading payment application delivery teams and collaborating with external vendors / programmers.
