Job Summary
Proactively manage FPSO and Project regulatory requirements stemming from regulatory authorities, Flag State, Class, etc, from project execution phase until handed over to Operations Department. Lead and manage acquisitions of required approvals, certificates, permits, licenses, notifications, and consents to deliver regulatory‑compliant FPSO and Project. Lead Project Regulatory Compliance Team and report operationally to Project Manager. As member of PMT, interface with project team, DPA / CSO, consultants, client, Class, and authorities. Reference and adhere to relevant Company Governing Documents and Corporate Standards during performance of job scope. Assist Head of Regulatory Compliance (Projects), as required. Provide continuity and coverage during absence of Regulatory Compliance team members.
Key Duties & Responsibilities
- Review contract documents and applicable regulatory requirements.
- Identify and input regulatory requirement for project design, specification, sub‑contracts and project activities.
- Scope and establish regulatory consultant(s) and Class scope of work and deliverables.
- Evaluate and appoint authority‑approved companies and regulatory consultants.
- Establish and maintain project regulatory SharePoint Team‑Site and folders.
- Establish and maintain project regulatory library.
- Monitor, review, evaluate and manage impact from new legislations and local authorities’ requirement.
Formulate and execute Project Regulatory Compliance Plan and Regulatory Compliance Matrix.
Establish, track and manage regulatory and certification progress of packages and equipment.Effect FPSO Change of Ownership, Transfer of Class and Change of Flag (as applicable).Be contact point with Class, client, regulatory consultants, and authorities representatives.Communicate and support regulatory action owners to ensure awareness of responsibilities and to assist with determining acceptable regulatory evidence.Conduct workshops with project departments and vendors to reinforce regulatory requirement.Early sharing of past lessons learned with project team, yards and vendors.Attend PMT meetings and report progress to Project Manager, project controls and client.Manage project regulatory manpower requirement.Formulate and record Flag state exemption applications and Class Rule deviation applications.Ensure issuance of required approvals, certificates, permits, licenses, notifications, and consents as listed in the RC Matrix.Monitor and manage all Class and regulatory consultancy variation orders.Collate and handover statutory certificates, permits, licenses and consents to Operations Department.Establish project lessons learned – regulatory compliance.Qualifications & Essential Requirements
Bachelor’s Degree or equivalent in Maritime, Law, Engineering, or offshore-related.Minimum 8 years’ direct experience with FPSO regulatory, Class Rules and Flag / IMO statutory requirement.Minimum 8 years' direct experience with acquisition of FPSO certificates, permits, license and consents.Delivered 2 FPSOs with major Class societies.Minimum 8 years' direct FPSO EPCIC project management experience.English language proficiency (written and spoken).Desirable Traits
