Roles & Responsibilities
🎯 Job Purpose
To oversee end-to-end construction operations, manpower deployment, project coordination, safety compliance, and resource planning to ensure smooth, timely, and cost-efficient completion of construction projects in alignment with BCA, MOM, WSH, and industry standards .
📌 Key Roles & Responsibilities
1️⃣ Strategic Operations & Project Oversight
- Lead and manage daily construction operations across multiple project sites
- Develop operational plans, workflows, and resource allocation schedules
- Establish operational KPIs and ensure project progress meets milestones
- Coordinate with Project Managers, Engineers, QS, and subcontractors
- Conduct weekly operations review and management reports
2️⃣ Manpower & Resource Management
Plan manpower deployment in compliance with MOM regulationsManage hiring, training, and skills upgrading of staff (CoreTrade / Multi-Skill workers)Oversee machinery, equipment allocation, and maintenance planningCoordinate with manpower agencies, suppliers & subcontractors3️⃣ Compliance, Safety & Quality
Ensure worksite compliance with local WSH Act & BCA guidelinesConduct safety audits, toolbox meetings, and risk management activitiesImplement Quality & Safety Management Systems (ISO / CONQUAS)Maintain proper site documentation, permits to work & safety logsEnsure adherence to environmental and site security requirements4️⃣ Project & Cost Control
Monitor project budgets, cost utilization, and material consumptionSupport procurement and supplier negotiation to optimize costReview progress claims, variation orders & subcontractor invoicesTrack productivity and implement cost-saving improvements5️⃣ Stakeholder & Government Liaison
Coordinate with clients, consultants, authorities & vendorsHandle authority submissions and inspections (BCA, PUB, SCDF, LTA, NEA)Attend meetings with developers, architects & regulatory bodiesManage client communication and project escalations6️⃣ Documentation & Reporting
Maintain project and operations documentationPrepare weekly / monthly management reports and progress dashboardsTrack operations data for audit and compliance reporting🛠️ Required Skills & Competencies
Strong knowledge of Singapore construction standards and regulationsExperience in Civil, Structural, M&E and site coordinationSkilled in resource planning, manpower deployment & logisticsProficiency in MS Project, AutoCAD reading, BIM knowledge preferredStrong leadership, communication & problem-solving ability🎓 Qualifications
Degree in Civil Engineering / Construction ManagementMinimum 5+ years in Singapore construction operationsWSQ / MOM Safety certification preferred (e.g., WSH Supervisor / BCSS )Tell employers what skills you have
