Description : Manage
and directs purchasing of all the goods and services. Responsible
for identification of vendors, negotiating favourable agreements,
negotiation, and managing vendor and purchase
contracts.

ACCOUNTABILITIES
Manage purchasing, expediting, logistics and material
control of the Project
Develop procurement
strategies that are inventive and cost-effective
Work with relevant department in the Project during
development engineering material requisitions
Develop and implement material control planning
procedure
Manage sourcing and engaging of
vendors
Negotiate with vendors to secure
favorable terms
Building and maintaining
long-term relationships with vendors
Approving
Purchase Orders and organizing and confirming delivery of goods and
services.
Control procurement and promote
saving on procurement costs.
Prepare
procurement reports
Oversee and ensure
administration tasks are done. e.g. Org chart, proc objectives,
monthly reports of PO, Inventory,Pre-qualifications etc.
Oversee and ensure Warehouse and Logistics task are done
e.g. inventory report, GR / IP, Custom clearance, storage
etc
Attend meetings with Client and Project
team.
Guiding team member on strategy on
commercial negotiation and finalizing orders.
Risk Management in Procurement, Warehouse and logistics
activities
Ensure team adherence to all
safety, health, and environmental rules and
regulations
Purchase
Management
Monitor
MCR / MTO from Project team for procurement. Makes sure that all the
specification are in line and float RFQ as per AVL / Potential vendor
for Techno-Commercial submission.
Oversee
expediting for quotation. Upon receiving, ensure that all the
vendor has quoted as per scope of Work / Supply and send technical
part to Engineering / PMT team for technical evaluation.
Start commercial evaluation also side by side to
understand the aspects of quote and advance planning for
negotiation with vendor.
Monitor completion of
Technical evaluation, negotiate with technically pre-qualified
vendors in accordance to project requirement and approval of Bid
Tab as per authority matrix and procurement procedure.
Considerable knowledge of contract law and purchasing
terms, including legal / financial aspects.
Preparation of Purchase Order and Terms and Conditions
relevant to purchase material / hired services.
Ensure the appropriate terms and conditions are specified
on the purchase order and necessary specification, RVD (Required
Vendor Documentation) and ITP is attached. Verify shipping
instruction is in place with right consignee / notifying party and
shipping marks are identified in line with customer
guideline.
Coordinate with vendor / project team
and expedite the manufacturing / delivery process. Timely update to
project team and in control of procurement as per PCL.
Managing EPC project execution phase to ensure timely
availability of vendor data
Ensuring the
delivers of right material within agreed time frame and at right
place. Raising inspection call if required.
Coordinate with vendor in case of damage or wrong
material for replacement
Closing out of PO
upon delivery and payment closure.
Provide
coordination assistance between requester and suppliers
Coordinate with finance for payment or any invoice issue
of vendors
Maintains and promotes sound
relationships with
suppliers.

REQUIREMENTS
Bachelors Degree in
Engineering
Minimum
of 15 years' experience in managing procurement for major EPCC
projects in the Oil & Gas / energy infrastructure industry
(including purchasing, expediting, customs clearance &
materials control) out of which 10 years in Management Position.
Preferred experience shall include procurement of tankage plate
material, bulks (including steel piping, earthwork, cables) and
management of multiple equipment packages procurement and
expediting. Candidate shall have previously managed a team
consisting of : purchasing, expediting, transportation (including
forwarding) and materials control; and has previously worked with
detailed design teams during development of Engineering Material
Requisitions. Candidate should possess previous experience of
developing and implementing all procurement, transportation, custom
clearance and materials control planning procedures on EPCC
projects.
