JOB HOLDER’S PRIMARY OBJECTIVES
To be a M&E Resident Engineer / Technical Officer (RE / RTO), as part of HDR project delivery team in the west side of Singapore. To report and liaise with the client and HDR’s discipline leads for the project. The role will be undertaken during the construction phases over a 12-month period, for a 9-storey Data Centre.
To review and witness works on site including first of a kind inspection, ongoing pre-work and post-work installation and inspections of the M&E works, as they are constructed. To provide written records of site benchmark inspections. To liaise with the Main Contractor and their sub-contractors on HDR’s behalf, for the inspection of M&E works, witnessing, testing and snagging.
The RE / RTO will be expected to become familiar with HDR’s design documents package (i.e. approved M&E Specifications, Standards and Drawings) and will be responsible for monitoring the progress of the works and to ensure compliance with the requirements and quality of the specified works.
The RE / RTO shall ideally have mechanical / electrical design skills and be able to demonstrate previous M&E Resident Engineer experience on similar projects with underground fuel tanks, chillers, generators and other services for a Data Centre.
The RE / RTO shall assist the HDR design team to review Technical Submissions and method statements. The ideal candidate should also be able to work closely and collaboratively with the Main Contractor and their sub-contractors to resolve any design or coordination issues on site.
RESPONSIBILITIES
- RE / RTO shall be site based and collaborate effectively with the Main Contractor, their sub-contractors and the supply chain.
- RE / RTO should have design skills and experience to be able to coordinate and resolve design issues in agreement with the Main Contractor and their sub-contractors.
- Oversee site activities and provide technical advice on construction and design.
- Agree any design duties with HDR’s discipline leads for the project.
- Review Technical Submissions (where required), in consultation with the HDR’s discipline leads for the project.
- Review Main Contractor’s and their sub-contractor’s fabrication / construction drawings in advance of inspection of completed works on site.
- Check and ensure the work undertaken by the Main Contractor and their sub-contractors is compliant with HDR’s Design package (i.e Drawings, Specification and Design Standards).
- Review and interpret approved technical drawings and specifications.
- Monitor daily construction activities to ensure adherence to approved technical drawings and specifications.
- Conduct regular site inspections and quality checks.
- Carry out site snagging in with the Main Contractor and their sub-contractors
- Liaise with the design team, the Main Contractor and their sub-contractors to co-ordinate required inspections on site.
- To ensure that the materials delivered to site meet the specifications and industry quality standards.
- Maintain good client and design team relationships to achieve high levels of satisfaction and to assist in repeat business.
- Implement and manage HDR’s QA / QC systems and procedures as appropriate to the project.
- Implement Company, Client and General Contractor’s Health and Safety requirements.
- Input to weekly BES reports on the quality and site progress of the CSA works.
- Maintain accurate records of site activities, inspections, and progress reports related to the project.
- Attend meetings as required by the HDR’s discipline leads for the project.
- Provide engineering solutions to site issues and coordinate with HDR’s discipline leads for the project.
- Maintain accurate records
- Participate in contract close-out activities.
- Submit HDR timecards weekly and on time.
EXPERIENCE & QUALIFICATIONS
A BSc or BEng degree in Mechanical or Electrical Engineering.Membership of a professional engineering body (IES RTO) is preferred.Minimum three years of site experience as a M&E resident engineer and minimum five years of combined industry experience.Experience with critical engineering facilities and / or Data Centres will constitute an advantage.Knowledge of statutory legislation and industry standards.In-depth knowledge and experience in quality control procedures and standards.Competency in Microsoft Word, Excel, Outlook and PowerPoint.Good knowledge and use of appropriate project control systems e.g. Procore.Good presentation alongside strong verbal and written communication skills.Able to establish rapport and good working relationships within the Project Team, Contractors and Clients.Ability to read and interpret contract documents and construction plans and specifications.Ability to work independently with minimal supervision.Strong time management skills and excellent attention to detail.Ability to work in a fast-paced collaborative environment.A positive and professional attitude.Willingness to guide, mentor and support contract staff and his own supervision / office team.
