Roles & Responsibilities

As the Head of Internal Control and Legal Compliance Department of Bank of China Limited Singapore Branch (“the Branch”), the incumbent will be performing the roles as the Branch’s designated Compliance Officer under the authorisation of the Bank’s Management. The key responsibility of the incumbent will be to encourage an effective compliance culture and spearhead compliance strategies which meet the local law, regulatory and Head Office’s requirements, including but not limited to development and maintenance of the Branch’s policies, SOPs, systems and guidelines relating to internal control, AML, compliance, legal and operational risk. The incumbent is expected to provide advice and assistance in resolving compliance and regulatory issues, oversee the Branch’s risk assessment and be the spokesperson in communication with the regulatory bodies and counterparts from Head Office on legal & compliance related matters.

Job Description

  • Lead the Branch’s overall internal control, legal and compliance management, including formulation and supervision in implementing the relevant policies, frameworks, standard operating procedures (“SOPs”) and work plans at the Branch’s level.
  • Management of legal affairs of the Branch with the aim to mitigate legal risks and implications, including provision of legal counsel on litigation cases and contract management.
  • In charge of the overall development, implementation, and maintenance of AML & sanctions program within the Bank, including designing / maintaining an AML risk assessment framework and leading the investigation duties relating to Suspicious Transaction Reporting (“STR”).
  • The point of contact to the local regulatory bodies (e.g., MAS) and counterparts from Head Office; keep abreast of the regulatory requirements & changes for timely operationalisation of the regulatory requirements at the Branch’s level.
  • Oversight of the Branch’s operational risk, business continuity management and outsourcing risk management.
  • Lead the Delegation of Authority Management of the Branch, including maintenance and regular review of the policies and framework, with the aim to increase the accountability of staff and ensure that delegated authority is exercised by the most appropriate and best-informed individuals within the organisation.

Job Requirements

  • Ideally, the incumbent is a Bachelor's Degree holder, with minimum 10 years of diversified compliance experience in the banking sector, preferably being in a managerial position in charge of a relatively big team / department in the recent years.
  • An excellent communicator who possesses in-depth working knowledge in the compliance (including AML) space and exceptional leadership qualities.
