An established oil & gas player is looking for a Compliance & Contracts Manager to take ownership of regulatory compliance, sanctions governance, and commercial contract oversight across its terminal operations.
This is not a back-office role, you will sit at the intersection of commercial, operations, and legal, directly influencing how the business manages risk, partners with customers, and operates within Singapore’s regulatory framework.
What You’ll Be Driving:
- Take full ownership of all customer, vendor, and corporate agreements (storage, services, NDAs, indemnities)
- Lead contract drafting, negotiation, and execution with internal and external stakeholders
- Strengthen and standardise terms & conditions to protect business interests
- Work with external counsel on complex negotiations and risk exposure
- Build and drive compliance frameworks across sanctions, KYC, PDPA, and anti-bribery controls
- Act as the key point of contact with regulators including Maritime and Port Authority of Singapore, Singapore Customs, National Environment Agency, Energy Market Authority, and JTC Corporation
- Stay ahead of sanctions developments and drive internal advisory to management
- Own audit processes (ISO, regulatory, shareholder, customer) and close compliance gaps proactively
- Act as a key approver within sanctions and compliance programmes
- Lead investigations (whistleblowing, incidents, claims) with discretion and structure
- Oversee licensing, permits, and regulatory submissions to ensure zero lapses
- Manage insurance renewals and third-party claims exposure
- Partner with legal counsel, company secretary, and leadership on governance matters
- Step in on crisis communications and media responses when required
What You Bring:
- Ideally 10+ years in compliance, legal, or contracts roles within oil & gas, petrochemicals, tank storage, or similar regulated environments
- Strong hands-on experience in contract negotiation + sanctions/compliance frameworks (you need both; this isn’t a pure legal desk role)
- Solid grasp of Singapore regulatory landscape (PDPA, trade compliance, licensing regimes)
- Ability to push back, influence stakeholders, and balance risk with commercial realities
- Comfortable operating in a fast-moving, high-accountability environment
