Head of Health & Safety, Security (H&SS)

Responsibilities

• Develop & update H&SS policies guidelines practices management systems & tools to reflect Groups requirements ensuring they are implemented across entities.
• Implement ENGIE One Safety Transformation program across SEA cluster.
• Review entities H&SS workplan ensuring alignment with Groups & SEA objectives.
• Ensure compliance with all latest local H&SS statutory requirements and legislations locally and regionally.
• Monitor and improve H&SS performance including providing on-the-ground support to entities as required. Support not limited to SEA cluster also entities within country level.
• Regular site visits include regional to audit & ensuring Groups/SEA Internal Control in place identifying improvement & follow up on actions
• Perform annual review of H&SS performance & identify gaps for improvement.
• Consolidate & validation of monthly H&SS statistics ESG reporting ENGIE Ways of Working (Wow) & actions preparation security reports & submission to various parties and to consolidate report for Executive Committee meetings.
• Conduct H&SS inspection leads & provide support in Major events / accident investigation where necessary across entities & recommends improvement actions sharing across entities to prevent reoccurrence.
• Investigating evaluating & reporting of Fatal/LTI/HiPo (High Potential) events to Group & cluster.
• Crisis Management Training to Managers on Duty organize & execution of Crisis drills and coordination between Group AMEA (Asia Pacific Middle East Africa) country & entities. Monitor crisis situation across entities with ISOS travel identify & highlight any security matters.
• Screening evaluation & approval on H&S criteria for vendors and contractors through Regional Due Diligence process.
• Review and identify H&SS related training requirements for various category of staff and onsite contractors to meet the mandatory requirement and also to meet the job requirement.
• Lead guide & train trainers across SEA cluster & develop training material/videos organize and conduct training for Leadership in Health & Safety / ENGIE One Safety Culture for staff and contractors. Ensure all mandatory H&SS training are conducted and participated by staff/contractors.
• Identify and propose new initiatives/continual process improvement for implementation across entities.
• Lead SEA cluster in terms of ENGIE One Safety GBU H&S Coordination and Group Security.
• Attend Groups webinars meetings & discussion on all H&SS related matters.
• Monthly chairing of SEA cluster H&SS for updates implementation initiatives & follow up of actions across all entities.
• Leads support & guide team of H&SS professionals towards meeting Groups & SEA objectives KPIs and actions ensuring implementation & follow ups across entities.
• Oversight on the Singapore Offices business and building H&SS as well as the safe management measures. Coordinating meetings to ensure ongoing checks implementation & monitoring ensuring compliance with local governance and safe management measures.
• Interface & advise Country Executives H&SS professionals entity personnel and Group to provide consistent and effective application of the H&SS policies ensure strong sharing of best practices and lessons learned.
• Leads & organize H&SS related activities or events to promote and increase awareness to staff on good safety culture and good work practices.
• Managerial Safety Rituals (MSR) Site visit coordination on schedule & site visits of N-1 N-2 Managers to achieve set KPIs.
• Lead and manage SEA H&SS functional teams across entities especially for Construction projects
• Advise the country managing director and managers of GBUs (or other ENGIE entities) operating in the country on security issues;
• Ensure that the Groups security policy is deployed in his/her country and that his/her security action plan is aligned with this policy and with the related Group Security Guidelines;
• Develop and maintain liaison with local ENGIE entities staff and when required the local administrations and authorities in the country that are qualified in security matters;
• Contribute to the protection of the sensitive and/or strategic information by raising staff awareness on information protection by conducting a mapping of these data in liaise with all internal or external entities involved (and in particular the DPOs/CDPMs CISOs Risk officers internal control officers and the local authorities for national security classified document) by implementing the Group information classification and by conducting (or participating to) the investigations when there is an identified leak of sensitive information;
• Be prepared to manage a crisis (or participate to the crisis cell) when the crisis involves a security issue;
• Participate to the annual security Internal control (self-assessment) by helping the business process owner and perform routine gap assessments and remediation plans;
• Maintain a complete awareness on current and developing security regulations technologies and threats and contribute to feed the Group Security Department Threat Watch and facilitate the exchanges between the Group Security Department (and more specifically its business intelligence unit) and the entities/managers to whom the competitive intelligence information is relevant

Requirements

• Master/Bachelors Degree in Occupational Safety & Health Security Engineering or equivalent.
• At least 15 years of relevant working experience in Health Safety and Security preferably with construction project background
• Experience in ISO 45001 ISO 14001 and ISO 9001 preferred
• Conversant with prevailing HSE standards codes and industry practices and detailed understanding of local WSH Act environmental & other legal requirements regional knowledge will be strong added advantage
• Strong understanding of business operations risks and industry context. Aligns H&SS strategy with operational and commercial priorities.
• Influences senior leaders to embed health safety and security accountability into everyday business decisions
