Roles & ResponsibilitiesJOB SUMMARY:
The Quality Engineer is responsible for ensuring that all mechanical components, welding and fabrication activities, painting/coating and site installation processes meet project specifications, industry standards, and regulatory requirements. The role also requires close coordination with project teams, sub-vendors, third parties, and clients to identify, address, and close out quality issues, ensuring compliance and full traceability throughout the project lifecycle.
ESSENTIAL DUTIES & RESPONSIBILITIES:
Major responsibilities for ensuring that mechanical components, systems, and fabrication activities meet project specifications, applicable codes, and quality standards. This includes the preparation and control of QA/QC documentation, implementation and oversight of inspection and testing activities, execution of inspections and audits, and review of contractor and supplier submissions.
General QA/QC:
- Prepare and maintain inspection test plans (ITPs), work procedures, checklists, and quality records.
- Coordinate with third-party inspectors and clients for quality & safety audits.
- Issue NCRs and follow up on corrective/preventive actions.
- Investigate and resolve quality issues, including root cause analysis and corrective/preventive actions (CAPA).
- Monitor and report on key quality metrics and trends.
- Develop and implement quality control procedures for mechanical components and assemblies
- Conduct inspections and tests on incoming materials, in-process production, and finished products.
- Review engineering drawings and specifications to ensure compliance with quality standards.
- Review of Sub Vendor documentation
- Collaborate with suppliers to ensure the quality of purchased parts and materials.
- Maintain and update quality documentation, including inspection reports, test records, and calibration logs.
- Coordinate with Sub vendor, TPI & Client for organizing inspection as per the ITP.
- Support pre-commissioning and final quality documentation for handover.
- Promote a culture of quality and safety at the vendor location and site.
- Support internal and external audits (ISO, customer, regulatory).
- Ensure compliance with applicable standards such as ISO 9001, ASME, API, etc.
- Support project close-out documentation and final quality dossiers.
Mechanical:
- Review and verify mechanical drawings, specifications, and material certifications.
- Conduct inspections of mechanical equipment and installations.
- Ensure compliance with applicable codes (ASME, API, ISO, etc.) and project specification.
- Monitor fabrication and assembly processes for quality adherence.
- Monitor and inspect mechanical installation activities, including equipment installation, piping, structural supports, and alignment
Welding:
- Preparing, reviewing & qualifying welding procedures (WPS/PQR/WPQ) and ensuring compliance.
- Monitor welding activities and perform visual inspections.
- Coordinate NDT activities (UT, RT, MT, PT) and review reports.
- Ensure weld traceability and maintain welding documentation.
Painting/Coating:
- Review painting/coating specifications and procedures.
- Conduct surface preparation and coating inspections (DFT, adhesion, holiday testing, etc).
- Monitor environmental conditions during application.
- Ensure compliance with standards (SSPC, NACE, ISO 12944)& Project specification.
EDUCATION AND EXPERIENCE:
- Bachelor’s degree in mechanical engineering or related discipline.
- Fluent in English and Mandarin
- 8+ years of experience in QA/QC roles in mechanical, welding, and painting.
- Experience in large-scale industrial or oil & gas projects.
- Ability to read and interpret engineering drawings, P&IDs, fabrication drawings, and technical specifications.
- Knowledge of painting/coating standards and inspection techniques.
- Familiar with ISO 9001 QMS and project quality documentation.
- Strong communication and reporting skills.
LICENSING/CERTIFICATIONS:
- Certification in welding inspection (e.g., CSWIP 3.1/3.2, AWS-CWI).
- ASNT / PCN Certification
- Safety certifications (e.g., OSHA, NEBOSH) are a plus.

TRAVEL REQUIREMENTS:
- Willingness to travel internationally and workat fabrication shops or project sites when required.
