Job Summary
We are seeking a seasoned HSSEQ General Manager to drive and elevate our safety and compliance culture across our fleet operations. Based in Singapore, this strategic leadership role ensures our Dry and Tanker / Gas vessels and shore-based operations meet the highest standards of safety, environmental stewardship, audits, inspections and regulatory compliance in line with Flag, Class, Charterer’s, IMO, and international maritime frameworks.
Key Responsibilities
Strategic HSSEQ Leadership & Governance
- Drive HSSEQ strategy aligned with corporate goals and maritime standards.
- Advise leadership on HSSEQ risks, regulations, and mitigation plans.
- Oversee Safety Management System (SMS) & financials, ensuring compliance, efficiency, and continuous improvement.
Regulatory Compliance & Stakeholder Engagement
Ensure full compliance with all applicable local and international regulations.Act as the primary liaison with regulatory bodies, classification societies, port state control, charterer and external auditors.Oversee timely reporting and resolution of deficiencies, non-conformities, and audit findings.Operational Risk Management & Incident Command
Lead risk management & emergency response, including incident command, investigations, and corrective actions.Ensure emergency readiness through drills, simulations, and crisis communication protocols.Fleet Safety & Performance Oversight
Enforce safety standards across vessels through inspections, audits, and crew welfare checks.Drive safety performance, incident investigations, and continuous improvement initiatives.Collaborate cross-functionally to integrate HSSEQ standards across fleet and shore operations.Quality Assurance & Systems Integrity
Oversee the implementation and maintenance of ISO 9001 (Quality), ISO 14001 (Environmental), and ISO 45001 (Occupational Health & Safety) standards.Ensure data integrity and traceability across HSSEQ documentation, reporting systems, and digital platforms.Lead internal audit programs and management reviews to uphold certification and drive systemic improvements.Security Management & ISPS Compliance
Ensure robust ship and port facility security plans under the ISPS Code, including threat assessments, drills, and compliance audits.Coordinate with security agencies and port authorities to manage evolving risks such as piracy, cyber threats, and geopolitical disruptions.Environmental Stewardship & Sustainability
Champion environmental protection initiatives aligned with Singapore’s Green Plan 2030 Group targets and IMO decarbonization targets.Monitor and report on emissions, ballast water management, waste disposal, and energy efficiency across the fleet.Lead ESG reporting and sustainability disclosures in collaboration with Corporate ESG and Compliance teams.Training, Culture & Change Management
Develop HSSEQ training & lead change, ensuring staff competency and regulatory readiness.Promote safety culture through leadership engagement, behavior programs, and clear communication.Required Education & Qualifications
Holder of Class 1 Master COC (Unlimited) or equivalent Bachelor degree qualification.Sailing experiences as a Certificated Marine Deck Officer for at least 10 years onboard Dry and / or Tanker / Gas vessels.Minimum 10 years of HSSEQ experience in maritime or offshore sectors, with at least 5 years in a leadership role.Strong knowledge of Flag ,maritime regulations and international standards.Strong knowledge of TMSA, OCIMF guidelines, and industry best practices.Proven track record in managing audits, incident investigations, and regulatory compliance.Excellent communication, leadership, and stakeholder management skills.Familiarity with digital safety management systems and data analytics is a plus.#J-18808-Ljbffr
