Roles & Responsibilities
Job Description :
We are looking for a dedicated and detail-oriented Quantity Surveyor (QS) to manage the commercial and cost aspects of underground utility projects involving water, telecom, SPPG, sanitary, and sewer pipe laying. The successful candidate will be responsible for accurate cost estimation, progress claims, variation assessments, and contract administration to ensure projects are completed within budget and in compliance with client and regulatory requirements.
Key Roles & Responsibilities :
1. Cost Management & Estimation
- Prepare detailed cost estimates and Bills of Quantities (BQ) for underground pipe laying works.
- Monitor and control project budgets to ensure cost efficiency and profitability.
- Analyze and compare supplier / subcontractor quotations and pricing.
2. Progress Claims & Variation Orders
Prepare and submit monthly progress claims to clients.Evaluate and process subcontractor claims and payment certifications.Assess and submit Variation Orders (VOs) and Extension of Time (EOT) claims with proper documentation.3. Tendering & Procurement
Assist in the preparation of tender documents and bid submissions.Conduct quantity take-offs and scope of work analysis from drawings.Liaise with procurement teams to source materials and subcontractors within budget.4. Contract Administration
Interpret and apply contract conditions in accordance with main and subcontract agreements.Monitor and ensure contractual obligations are fulfilled by all parties.Maintain documentation for claims, site instructions, and contractual correspondences.5. Site Coordination & Technical Support
Work closely with site engineers, project managers, and authority representatives (e.g., SPPG, PUB, SP Tel).Attend site meetings and verify work progress for claim purposes.Provide cost advice and support for technical solutions and construction methods.6. Reporting & Documentation
Maintain accurate records of measurements, costing, and project expenses.Prepare regular project cost reports and forecasts.Support final account preparation and project close-out documentation.Project Scope Includes :
Underground water pipe laying (PUB specifications)Telecom and SPPG ducting and infrastructureSanitary and sewer lines including manhole installationTrenching , backfilling , road reinstatement , and pipejacking (where applicable)Job Requirements :
Education & Qualifications
Diploma / Degree in Quantity Surveying, Civil Engineering, or equivalent.Recognized QS certification is advantageous.Experience
Minimum 3–5 years of experience in QS roles within underground utility construction.Familiar with Singapore statutory requirements and authority procedures (SPPG, PUB, LTA, SP Tel, etc.).Tell employers what skills you have
