The Construction Manager (Steel Works) will oversee and
coordinate all structural steel works on site, ensuring compliance
with Singapore's Building and Construction Authority (BCA)
requirements, Workplace Safety and Health (WSH) regulations, and
project specifications. The role requires strong technical
knowledge of steel fabrication, erection, and quality control,
along with proven leadership in managing contractors and
workers.
Key
Responsibilities
1.
Project Planning &
Coordination
Plan,
schedule, and oversee steel works activities (fabrication,
delivery, installation, erection).
Coordinate
with consultants, subcontractors, and suppliers to ensure timely
execution.
Review structural drawings, shop
drawings, and method statements.
Ensure
compliance with Singapore Standards (SS), Eurocodes, and project
specifications.

Site Supervision & Execution
Supervise site installation of structural steelworks,
including lifting, bolting, and welding.
Monitor alignment, tolerance, and quality of steel
structures.
Ensure correct use of machinery
(e.g. welding machines, grinders) in compliance with MOM and WSH
guidelines.
Oversee pre-assembly, load tests,
and inspections.

Safety & Regulatory
Compliance
Enforce
Workplace Safety and Health (WSH) Act, MOM guidelines, and risk
assessments.
Conduct toolbox meetings and
ensure workers use appropriate PPE.
Implement
lifting plans, hot works permits, and confined space entry
procedures.
Ensure compliance with BCA's
Quality Mark and relevant Singapore Codes of Practice
(CP).
4. Quality
Assurance & Documentation
Ensure welding procedures follow SS EN ISO 9606 / AWS
standards.
Conduct inspection and testing of
welds, bolts, coatings, and fireproofing.
Maintain proper site records : method statements, ITP
(Inspection & Test Plans), RTO / RPE inspections, and
non-conformance reports.
Liaise with QP
(Qualified Person), RE / RTO, and client representatives for
inspections and
approvals.
5. Team
& Resource Management
Lead and supervise steel erectors, welders, and
subcontractors.
Manage manpower allocation,
equipment usage, and site logistics.
Train
workers in safe steel handling and erection practices.
Resolve technical and site-related issues
promptly.
Requirements
Qualifications
Diploma / Degree in Civil / Structural / Construction
Engineering or equivalent.
WSQ Supervise
Construction Work for WSH certification.
Lifting Supervisor / Rigger / Signalman
certification.
Familiar with MOM, BCA, WSH,
and SS / Eurocode standards for steel
works.
Experience
At least 15 years of relevant experience in steel
fabrication and erection projects.
Proven
track record in supervising high-rise, industrial, or
infrastructure steel
projects.
Skills
Strong understanding of structural steel works, welding
standards, and erection methods.
Knowledge of
Singapore construction codes and regulations.
Good leadership, communication, and problem-solving
skills.
Ability to manage tight schedules and
ensure quality delivery.
