1. Regulatory & Operational Management
- Ensure vessel operations comply with all international maritime regulations.
- Monitor navigational safety, mooring practices, and overall vessel safety.
- Oversee safe cargo operations, tank cleaning, and commercial readiness of vessels.
2. Inspection & Performance Oversight
Conduct vessel inspections and attend ships during dry dockings.Perform risk assessments for new ports / terminals in coordination with ship managers.Audit ship managers for compliance with company and industry standards.Manage inspection schedules, including vetting and port state control, ensuring timely closure of deficiencies.3. Safety & Emergency Response
Support incident investigations, root cause analysis, and corrective / preventive actions.Coordinate and participate in drills, safety campaigns, and onboard training.Provide training and guidance on marine safety procedures.Assist the Department Leader and stakeholders during fleet emergencies.Uphold company safety standards and liaise with relevant authorities and stakeholders.4. Reporting, Analysis & Communication
Summarize KPIs and conduct HSEQ performance analysis.Prepare company circulars, safety alerts, and marine department memos for dissemination.Brief and debrief senior officers before and after vessel assignments.5. Documentation & Administrative Support
Prepare regulatory applications and monthly departmental reports.Record minutes of Marine-related meetings.Arrange onboard trainer schedules in consultation with Marine leadership.Maintain records such as port captain attendance and inspection reports.Coordinate vessel inspection schedules across the fleet.Requirements
Strong knowledge of international maritime regulations, chemical cargo operations, and tanker industry standards.Minimum 2 years’ seafaring experience as a senior officer on chemical tankers.Minimum 2 years of shore-based experience in marine safety, HSSEQ, or operations roles within the tanker industry.Working knowledge of Tanker Management & Self-Assessment (TMSA) preferred.Effective communication, leadership, and problem-solving skills.Preferably holds a Master Mariner Unlimited CoC (Class 1) or a degree in Marine Engineering, Safety Management, or a related field.Chan Chee Meng
