Job Summary
The Dormitory Manager is the assistant to Operations Manager to manage contractors, security operations, cleaning workforce and other necessary daily operational needs and planning within the dormitory to ensure a safe and secure environment for migrant workers (MWs), staff, and property. This role involves the development and the enforcement of operational protocols, SOPs and systems, conducting risk assessments, coordinating emergency responses, and collaborating with external authorities. The incumbent will assist the Operation Manager to oversee operational matters, develop education and contingency training programs, and ensures all infrastructure and procedures comply with relevant regulations.
Key Responsibilities
- Collaborate with operations and IT teams to evaluate and integrate new security technologies (e.g., AI surveillance, digital ID access, automated incident tracking).
- Assist Operations Manager to supervise third-party contractors for security system maintenance and ensure service levels are met.
- Participate in cross-dorm benchmarking initiatives and contribute to inter-operator drills or best practice forums.
- Ensure all sensitive data (e.g., surveillance footage and biometric records) are managed with confidentiality and data security protocols.
- Support audit readiness by preparing documentation and maintaining compliance with MOM, FEDA, and other regulatory requirements.
- Promote sustainable and efficient operations and security practices, such as smart lighting or optimized system usage.Collaborate with operations and IT teams to evaluate and integrate new security technologies (e.g., AI surveillance, digital ID access, automated incident tracking).
Key Security Operations Roles and Responsibilities
1. Security Operations
Act as the overall in-charge of dormitory security and serve as the point of escalation for all security-related matters.Develop, review, and enforce security policies, SOPs, and emergency response plans.Conduct regular security inspections, risk assessments, and hotspot analysis to identify vulnerabilities and implement mitigation strategies.Plan and schedule the security team to ensure 24 / 7 coverage and operational readiness.Ensure full operational readiness of all security systems including CCTVs, EM locks, gantry, and isolation facilities.Prevent entry of suspicious individuals and enforce visitor access control protocols.Conduct spot checks and bag inspections to prevent possession of illegal drugs, weapons, alcohol, or prohibited items.Support onboarding / offboarding processes and biometric registration for residents and visitors.Ensure residents understand and comply with dormitory rules and hotline protocols.Supervise vehicular and crowd movement during peak hours to maintain order.Ensure catered food is stored correctly and dispose of uncollected items to maintain hygiene.2. Surveillance and Monitoring
Oversee the maintenance and operation of all surveillance equipment and systems.Utilize VA (Video Analytics) to proactively detect abnormal behavior or unauthorized access.Assign personnel at gantries during peak hours for crowd control and traffic flow.3. Incident Management
Follow the dormitory's escalation framework and respond promptly to all incidents.Investigate and document incidents such as theft, unauthorized access, or disputes.Coordinate and lead emergency drills and fire safety exercises.Highlight security lapses and trends for management review and mitigation.4. Beer Garden and Event Security
Monitor behavior to ensure responsible drinking and compliance with house rules.Train staff in de-escalation techniques and alcohol service protocols.Maintain order through routine patrolling and intervention in case of intoxicated behavior.5. MW and Staff Relations
Serve as the main contact for MW and staff security concerns.Conduct regular security briefings and awareness sessions.Support MW welfare programs, onboarding events, and outreach efforts.6. Coordination with Authorities
Liaise with police, emergency services, and relevant agencies.Remain updated on security threats and adjust protocols as necessary.Implement isolation procedures in accordance with MOH guidance.7. Policy Development and Compliance
Review and update security protocols regularly.Conduct drills and training aligned with safety and regulatory standards.Maintain SOPs for managing major incidents including disputes, riots, or illegal activity.8. Reporting and Documentation
Maintain accurate logs of patrols, incidents, and visitor movements.Submit regular reports and data analysis to the General Manager.Document drills, emergency responses, and policy breaches thoroughly.Qualifications
Minimum 3 years of experience in security management and dormitory experience, preferably in a dormitory or institutional setting.Strong understanding of emergency response, risk assessment, and access control systems.Proven leadership in supervising and motivating security teams.Proficiency in surveillance technology and incident reporting tools.Key Skills
