Roles & Responsibilities

Job Summary

The incumbent will lead the Stress Testing and RRP function within the SG & ASEAN Treasury team, responsible for all deliverables around Stress Testing, RRP and regulatory engagement. This role involves close collaboration with the Head of Capital Management, ASEAN and Head RRP, HK / GCNA and the Global ST and RRP teams to drive the agenda locally for Singapore and the cluster.

Responsibilities

Regulatory Capital Stress Test

  • Ensure that we deliver the Group’s stress testing agenda across SG Cluster
  • Lead and drive the annual ICAAP and other stress test exercises for SG Cluster franchise
  • Provide insights to key business risks that emerge from stress testing exercises for risk management
  • Drive best in class stress testing practices for the SG Cluster and the Singapore franchise across ICAAP and IWST exercises
  • Actively optimize regional capital and stress testing outcomes across the SG Cluster
  • Provide effective oversight on regulatory reporting processes and ensure robust controls are in place in line with governance and control framework to ensure accuracy and timeliness in reporting to the regulators.
  • Assist Treasury and Regional / Country CFO to drive the optimal capital outcome for Bank

Recovery Plan

  • Interpret the regulatory requirements from the local, Regional and Group Regulators and perform detailed gap analysis and the relevant impact on the submissions
  • Construct of the Country recovery plan for the SG entities and the SG sub-Group in compliance with local / Regional regulations and Group policies and procedures
  • Recalibration of Recovery indicators in compliance with the Relevant policies and procedures and preparation of Country and Regional stress dashboard with relevant thresholds / scalars and approvals
  • Conduct scenario analysis for inclusion in the Regulatory submissions as per the local / group regulatory requirements
  • Lead and drive for a full-blown fire drill in line with the Regulatory requirements with the relevant inputs / crisis MI
  • Engage relevant stakeholders for end to end data inputs and governance reviews
  • Lead engagement with the MAS and other relevant regulators
  • Roll out of ORF for the RCP global processes
  • Resolution Information pack

  • Interpret the regulatory requirements from the local, Regional and Group Regulators and perform detailed gap analysis and the relevant impact on the submissions
  • Understand and initiate Determination of approaches to identify the various critical components for Material entities, Critical shared services, Critical functions etc
  • Detailed and granular level of data collation through wide stakeholder engagement from across the Bank, business functions and related entities (Including OCIR)
  • Regular Engagement with the Group and SG senior management across function driving support and governance around the regulatory submission
  • Lead engagement with the MAS on specific queries and driving the conversations on approaches and results of the approaches
  • Prepare and develop CMG and Pre CMG-presentations for the SCB SL Group
  • Lead on all the works conducted on resolving Barriers to resolution
  • Processes

  • Participate in strategic projects and ensure deliverables are completed in a timely manner related to Stress testing aspects.
  • Enhance processes and procedures to mitigate operation risk within capital management and reporting processes.
  • Ensure robust process controls are in place in line with the operational risk framework
  • People & Talent

  • Build a strong RRP / Stress Testing team to support the country / cluster / Group strategy, leading through example and instilling the appropriate culture and values.
  • Pro-actively manage the skills in the country based on the current needs but also the future needs as per the new operating model.

  • Ensure the provision of ongoing training and development of people so that holders of all critical functions are suitably skilled and qualified for their roles and that effective supervision is in place to mitigate any risks.
  • Governance

  • Take personal responsibility in understanding the regulatory and compliance requirements of the role. Understand and comply with, in letter and spirit, all applicable laws and regulations, including those governing anti-money laundering, terrorist financing and sanctions, the Group’s policies and procedures and the Group Code of Conduct.
  • Area of control encompasses Recovery and Resolution Planning related process enhancement / implementation and compliance with regulatory requirements with respect to RRP
  • Effectively and collaboratively identify, escalate, mitigate, and resolve risk and compliance matters.
  • Deliver ‘effective governance’; capability to challenge fellow executives effectively; and willingness to work with any local regulators in an open and cooperative manner.
  • Good relationship with regulators with ability to contribute & where possible influence policy formulation. Keep abreast of all the changes in the global environment and give the regulators a good feel of our strategy & what we're trying to achieve

  • Embed Here for good and Group’s brand and values in Treasury.
  • Discharge other responsibilities assigned under Group, Country, Business or Functional policies and procedures.
  • Our Ideal Candidate

  • 15+ years of finance / treasury related work experience in the banking sector including 10+ years of experience in balance sheet management activities in the financial industry.
  • Education : Degree holder in Finance, Maths, Engineering or similar field
  • Strong understanding of the broader banking environment and the associated business challenges developed through experience in the industry.
  • Knowledge of country regulatory environment and requirements, as well as, ideally, knowledge of regulatory requirements in other key Group markets.
  • Sound understanding of balance sheet management, oversight, and control frameworks.
  • Strong knowledge of the Recovery and resolution regulations and regimes across the industry is preferred
  • Strong experience in balance sheet management and / or Financial Planning & Analysis (FP&A).
  • High degree of familiarity with current and future capital regulations (MAS 637)
  • Strong leadership qualities, excellent interpersonal, influencing and stakeholder management skills.
  • Analytical inquisitive nature and sharp business acumen, the ability to assess risk and appropriate levels of return and thereby optimise business performance.
  • Strong sense of integrity and financial independence with an ability to challenge where deemed necessary.
  • Excellent communication skills, written and verbal, given the need to deliver consistent and compelling messages to internal and external stakeholders.
  • High level of resilience and maturity to operate in a result driven and fast-moving environment.
